The proposed resolution amends the 2018 Adopted Operating Budget by appropriating $6,000 from the City’s Contingent Reserve to the Employee Assistance Program (EAP) for the purchase and installation of office security features. The proposed security features were not included in EAP’s 2018 Operating Budget and current budget projections indicate that EAP does not appear to be able to absorb the additional cost. Following the transfer of these funds the remaining balance of 2018 Contingent Reserve will be $1,594,085.

Body
WHEREAS, the Employee Assistance Program (EAP) office is currently located on the lower level of the Village on Park, providing beneficial privacy to EAP visitors; and,

WHEREAS, the remote location puts staff further removed from potential help if an unexpected visitor acts in a threatening manner, particularly if one staff person is alone in the office; and,

WHEREAS, installing a split office door so that the bottom can be kept locked when greeting unexpected visitors will enable staff to work alone in the office, when necessary, by allowing a visitor to identify him/herself before entering the private suite of offices; and,

WHEREAS, installing panic buttons at each staff person’s desk that automatically dial the Madison Police Department and JBM Security will allow staff to discreetly alert law enforcement in the event of a threatening situation;

NOW THEREFORE BE IT RESOLVED, the Madison Common Council does hereby amend the 2018 Operating Budget to appropriate $6,000 from the Contingent Reserve to supplies and purchased services within the Employee Assistance Program for the purchase and installation of a split office door and the installat...
