The proposed resolution authorizes a sole source service contract with Action Target Inc., for the repair and replacement of parts at the Police Department’s firearms range. The contract will not exceed $133,180. The 2018 Police Capital Budget includes $191,800 in the Police Building Improvements project (Munis project 10945) funded by GO Borrowing. Funding is available for the contract.

Body
WHEREAS, Action Target Inc. originally designed and built the existing MPD range using proprietary and patented equipment/designs; and,

WHEREAS, the MPD firearms range is in need of repair and replacement parts to ensure the continued operation of the range and the safety of its’ users; and,

WHEREAS, Action Target possesses the sole replacement equipment and knowledge to make the repairs and replacement of necessary infrastructure; and,

WHEREAS, there are no other firms in the country with the specific knowledge of Actions Target’s proprietary and patented equipment who can provide this service and the MPD wishes to utilize the skills and knowledge of Action Target for the repair and replacement of necessary parts for the continued, safe operation of the MPD firearms range; and,

WHEREAS, the MPD desires to enter into a contract with Action Target Inc., in an amount not to exceed $133,180, to provide services for the requested repair and replacement; and,

WHEREAS, the 2018 adopted capital budget includes funding for police building improvements, including the funds to repair the firearms range; and,

WHEREAS, under MGO 4.26(4)(a) a service contract of more than $25,000 that was not competitively selected must be approved by the Common Council and must meet one of the exceptions in MGO 4.26(4)(b); and,
