Fiscal Note

The proposed resolution approves plan documents for the Westview Hills street and utility improvement project at a total estimated cost of $935,600. In the adopted 2018 capital budget, Engineering Major Streets has budgeted $15.5 million within the Pavement Management capital program for the resurfacing of streets throughout the City (MUNIS 10540). Funding is provided by GO Borrowing, Special Assessments, and associated Utility funding. The cost of the project is distributed amongst agencies as follows:

 

Major Streets - $82,000

Sewer Utility - $459,100

Water Utility - $394,500

Title

Amending the schedule of assessments for the Westview Hills Sewer and Water Assessment District- 2018. (9th AD)

Body

WHEREAS, the preliminary schedule of assessments for the Westview Hills Sewer and Water Assessment District-2018, RES-18-00369, Legistar File 51369, included, as an assessable cost, the estimated Valley View Road Sewer and Drainage Improvement Impact Fee amounts that would become due at the time of development or connection; and,

 

WHEREAS, the Valley View Road Sewer and Drainage Improvement Impact Fee is not an assessable cost and should not be included on the schedule of assessments; and,

 

WHEREAS, In accordance with MGO 4.08(1)(c), the Westview Hills Sewer and Water Assessment District-2018 is eligible for a 25 year installment period for the special assessments because the following conditions are met:

 

1)   The special assessments are being levied to fund the full cost of the installation of both a public water main and a public sanitary sewer main to serve the benefitting properties.

2)  The majority of the benefitting properties within the special assessment district are developed and, prior to the improvements being made, are served by both a private well and a private septic system.

 

NOW, THEREFORE, BE IT RESOLVED, the preliminary schedule of assessments for the Westview Hills Sewer and Water Assessment District- 2018, as approved by RES-18-00369, is being amended to remove the estimated Valley View Road Sewer and Drainage Improvement Impact Fee amounts.  An amended preliminary schedule of assessments is attached to this resolution; and,

 

BE IT FURTHER RESOLVED that the special assessments shall have a 25 year installment period, pursuant to 4.08(1)(c), as approved by the Common Council in ORD-18-00071, Legislative File No. 51858; and,

 

BE IT FINALLY RESOLVED that all other provisions of RES-18-00369 remain in effect.
