Fiscal Note

The proposed resolution authorizes a design services contract amendment with Stantec Architecture, Inc of $139,172 for additional design services for the Fleet Service Facility project at 4141 Nakoosa Trail. The contract amendment will be absorbed within the existing budget available for the project, and no additional appropriation is necessary. In 2016 the adopted capital budget authorized $2.2m of funding for the design of the new Fleet Service Facility of which $1.1 million carryforward budget is currently available (MUNIS 10305). Funding is provided by GO Borrowing.

Title

Authorizing an amendment to the contract between the City of Madison and Stantec Architecture, Inc. in the amount of $139,172 for additional architectural and engineering design services for the Fleet Services Nakoosa Trail Fleet/Fire/Radio Shop Facility project.  (15th AD)

Body

WHEREAS the parties, the City of Madison (“City”) and Stantec Architecture, Inc. (“Architect” or “Contractor”) entered into a contract for the purchase of architectural and engineering design services for the Fleet Services Nakoosa Trail Fleet/Fire/Radio Shop Facility project on February 26, 2016; and,

 

WHEREAS the amendment is the continuing development and preparation of architectural and engineering design, plans and specifications, preparation of bid documents, assistance in the bid process and construction administration services for the design and construction of the Fleet Services Nakoosa Trail Fleet/Fire/Radio Shop Facility located at 4141 Nakoosa Trail; and,

 

WHEREAS the 2017 capital budget planning changed the building construction timeline from beginning in year 2018 to year 2019, additional design fees are necessary for extra design management and design coordination; and,

 

WHEREAS the predesign phase began in March 2016 and continued through the schematic design phase and the design development phases that were completed in March 2017, the next construction documents design phase is planned to begin in July 2018 and is planned to be completed in November 2018 with construction bidding to follow in January 2019; and,

 

WHEREAS delete the original term of the purchase of services contract listed as “February 26, 2016 through December 31, 2019, and extend the term of the contract by one (1) year to “February 26, 2016 through December 31, 2020; and,

 

WHEREAS the amendment includes extra architectural and engineering services to review and revise the building design plans and specifications to meet the requirements of the new 2015 International Building Code that was adopted by the State of Wisconsin on May 1, 2018; and,               

 

WHEREAS the amendment includes additional engineering design services of a solar hot water heating system that was added to the project after a donation of 50-panels was provided to the City early 2018, the system will provide an onsite renewable energy source to preheat hot water for domestic use, the underfloor radiant heating system, and the vehicle wash bays; and,

 

WHEREAS the amendment includes additional architectural and engineering design revisions to the General Foreman Office to increase the size of the office space for systems furniture; and,

 

WHEREAS the amendment includes an additional design orientation meeting with the new Fleet Superintendent to review the building design plans and the site design plans; and,

 

WHEREAS the remaining design phases of the project include the construction documents phase, bidding phase, and the construction administration phase; and,

 

WHEREAS additional professional design services shall include civil, landscaping, architectural, structural, HVAC, plumbing, electrical power & lighting, fire protection, technology, and other disciplines as required; and,

 

WHEREAS the 2018 Capital Budget includes funding in account number 10305-41-140 for architectural and engineering design services, an Architect consultant must be hired to design these additional services; and,

 

NOW, THEREFORE, BE IT RESOLVED that the Common Council hereby authorizes the Mayor and the City Clerk to execute contract Amendment No. 1 to Contract No. 7147A between the City of Madison and Stantec Architecture, Inc. to authorized the additional work as described above and payment in the amount not to exceed $139,172.
