Fiscal Note

The proposed resolution accepts the Center for Community Stewardship, Inc. to replace the Cooperative Network as the fiscal agent and coordinating organization for the Madison Cooperative Development Coalition and perform the tasks as defined in the program language of RFP 8516-0-2016RR. The negotiated contract will grant the Cooperative Network’s remaining year one balance, $185,096.20, to the Center for Community Stewardship in 2018 and the year two balance of $300,000 in 2019. These funds are included in the Cooperative Enterprise Development capital program, which currently has approximately $780,000 in remaining budget authority. No additional City appropriation is required.

Body

WHEREAS, in June, 2016 the Cooperative Network was selected through RFP 8516-0-2016RR to serve as the fiscal agent and coordinating organization for the Madison Cooperative Development Coalition (MCDC), which consists of a partnership between (19) Madison organizations that will create a network of community groups focused on identifying opportunities for the creation and/or conversion of business cooperatives; and, provide technical support for those interested in creating worker-owned cooperatives; and

 

WHEREAS, the Cooperative Network can no longer serve as the fiscal agent, the coordinating organization MCDC chose Center for Community Stewardship Inc. (C4CS), through steering committee vote, to serve as the fiscal agent and coordinating organization going forward for a period of one and one half years. As the Cooperative Network needed to remove themselves as fiscal agent mid year during the first program year (2017) the first program year will now end December 31, 2018. The second program year will end December 31, 2019. This contract will grant the remaining year one balance, $185,096.20, to C4CS in 2018 and the year two balance of $300,000 in 2019 at which point there will be a review of progress and if the project is progressing the contract can be renewed for another three years.  

 

WHEREAS, C4CS has a relationship with the City of Madison and has served in this capacity for other organizations; and

 

WHEREAS, the City is committed to supporting technical assistance services to help create new business cooperatives and convert Madison businesses interested in changing ownership into worker-owned cooperatives will help create wealth and opportunities for increased economic equity; and,

 

WHEREAS, the MCDC will continue to work in close partnership with the Office of Business Resources to accomplish the goals of the program;

 

NOW THEREFORE BE IT RESOLVED, the Economic Development Division staff is authorized to negotiate contract(s) as needed with Center for Community Stewardship, Inc. to replace the Cooperative Network as the fiscal agent and coordinating organization for the Madison Cooperative Development Coalition and perform the tasks as defined in the program language of RFP 8516-0-2016RR; and

 

BE IT FINALLY RESOLVED that the Mayor and City Clerk are authorized to execute said contracts and are authorized to execute, deliver, accept and record any and all documents and take such other actions as shall be necessary or desirable to accomplish the purpose of this resolution in a form approved by the City Attorney.
