Fiscal Note
As stated in the Employee Agreement between the City of Madison and Thomas O. Heikkinen, the Water Utility General Manager's initial year's salary will be based on a total annualized rate of $151,011 effective August 4th, 2018. The Water Utility's adopted 2018 operating budget includes sufficient funding for the cost of the position. Annual salary adjustments may be made during the term of agreement at the Mayor's discretion, subject to Common Council approval.

Body
WHEREAS, Mayor Soglin has appointed Thomas O. Heikkinen to the position of Water Utility General Manager and has recommended to the Common Council that his appointment be confirmed; and
WHEREAS, the parties have reached an accord on the terms and conditions of an Employment Agreement between the City and Mr. Heikkinen,
NOW THEREFORE, be resolved that Mr. Heikkinen's appointment to the position of Water Utility General Manager is hereby confirmed, and the Mayor and the City Clerk’s office are authorized to execute an Employment Agreement between the City and Mr. Heikkinen.
