Fiscal Note

The proposed ordinance amendment revises City policy pursuant to state law regarding landlord contact information submitted to the City of Madison Building Inspection Division. Required annual renewal of contact information has been eliminated and the City fee will increase from five dollars to $10 for a landlord to provide contact information for rental property to the Building Inspection Division. This is a onetime fee payable to the City Treasurer and will only affect landlords providing new contact information. Most property owners submit their contact information online, which is not subject to the fee.

DRAFTER'S ANALYSIS:  This ordinance is mandated by Section 14 of 2017 Wisconsin Act 317, which was published on April 17, 2018.  That provision mandates that a municipality may not require a landlord to provide contact information for more than one person per rental property to the Building Inspection Unit.  City Ordinances currently require a landlord to provide contact information for two persons per rental property.  This proposal also amends the Ordinances to eliminate the requirement that the contact names be posted at the subject rental property in a conspicuous place.

 

This proposal updates the fee to be charged for providing the contact information and it adopts the required mandate that the fee only be charged once, unless the contact information for the rental property is changed.  The proposal also repeals obsolete language that related to a report that was to be completed by May 2013.
