Fiscal Note

The proposed resolution authorizes the Community Development Division to accept a 2017 Continuum of Care (CoC) grant from the US Department of Housing and Urban Development. The total grant award is $91,940. Funding from the grant will be used to fund personnel costs associated with the Dane County/City of Madison Continuum of Care Coordinator position housed within the Community Development Division.

 

Under the proposed resolution, CDD’s 2018 Adopted budget will be increased as follows:

                     Revenue: (91,940)

                     Salaries: 79,758

                     Purchased Services: 12,182

Body

Background

As part of the local Continuum of Care’s 2017 federal application cycle, the City of Madison submitted an application to the U.S. Department of Housing and Urban Development (HUD) for funds to hire and support a Dane County/Madison Continuum of Care Coordinator. The primary goal of the position is to support implementation of community-wide processes to manage and coordinate the efforts of local homeless providers and related organizations working to meet the goals of preventing and ending homelessness in Dane County/Madison, Wisconsin. This is the third year of funding from HUD for this position; the Community Development Division hired a CoC Coordinator in February 2017.  Its continuance hinges on the renewal of this HUD funding.

 

Action

WHEREAS, the City of Madison has long been integrally involved in local efforts to end and prevent homelessness; and,

 

WHEREAS, the City of Madison is a member and active participant in the Dane County/Madison Continuum of Care; and,

 

WHEREAS, the City was recently awarded $91,940 in federal Continuum of Care planning funds from the U.S. Department of Housing and Urban Development (HUD) to continue support for a Dane County/Madison Continuum (CoC) of Care Coordinator for an additional year; and,

 

WHEREAS, the CoC Coordinator facilitates and oversees the annual CoC Homeless Assistance Grant application processes, working with agencies submitting renewals and agencies reallocating funds, and also recruits new agencies to fill identified gaps in the local CoC; and,

 

WHEREAS, the CoC Coordinator develops and oversees systematic program evaluations of CoC- funded programs and coordinates with City staff tasked with evaluating ESG-funded programs; and,

 

WHEREAS, the CoC Coordinator also provides one-on-one technical assistance and facilitates contracting with outside technical experts as needed; and,

 

WHEREAS, the CoC Coordinator manages the local CoC’s response to City of Madison and Dane County Consolidated Plan processes, provides input to the Community Plan to Prevent and End Homelessness, and provides guidance to City and County policy makers and elected officials around homeless issues;

 

NOW, THERFORE, BE IT RESOLVED, that the Common Council hereby authorizes the Mayor and the City Clerk to accept a $91,940 grant and execute a contract with the U.S. Department of Housing and Urban Development for the continued support of a Dane County/Madison Continuum of Care Coordinator, which is located within the Community Development Division’s CDBG unit, ; and,

 

BE IT FURTHER RESOLVED, that the Common Council hereby amends the Community Development Division's 2018 Adopted Operating Budget as appropriate, to reflect the additional grant revenues and commensurate expenditures.
