Fiscal Note

The proposed resolution will amend the 2018 Adopted Operating Budget to transfer $50,000 from Contingent Reserve to purchased services in the Mayor’s Office for a contract with the Urban League of Greater Madison. Following the transfer of these funds the remaining balance in 2018 Contingent Reserve will be $1,600,085.

Amending the 2018 Operating Budget to appropriate $50,000 from the Contingent Reserve to the Mayor’s Office to be used as cash match required for a potential grant from the Obama Foundation’s My Brother’s Keeper Alliance (MBK) Community Challenge Competition; and, authorizing the Mayor and City Clerk to enter into an agreement with the Urban League of Greater Madison, the lead applicant for the MBK grant, to use the City funds to provide programming under the grant, should it be awarded.   

Body

WHEREAS in 2014 President Barack Obama launched the My Brother’s Keeper Alliance (MBK) initiative, a federal effort to “address persistent opportunity gaps and to tear down barriers that too often prevent boys and young men of color and other young people from realizing their potential”; and,

 

WHEREAS the City of Madison responded to the MBK Community Challenge by reviewing local public policy, hosting an action summit, and developing a locally tailored action plan to address opportunity gaps for boys and young men of color. The City and its partners, including the Urban League of Greater Madison (UGLM), Madison Metropolitan School District (MMSD), United Way of Dane County, and others, are now members of the MBK Alliance network of nearly 250 communities;  and,

 

WHEREAS the MBK Alliance, now an initiative of the Obama Foundation, has challenged MBK Network communities to apply for funding to replicate or scale evidence-based programs that reduce youth violence or engage mentors to help young people achieve success. The grant program will provide funds for two years of enhanced programing and support the work of an MBK Community Coordinator. The grant program will also provide training, technical assistance and networking to build and sustain the effort; and,

 

WHEREAS the City and its MBK partners have developed a proposal to increase the impact of mentoring programs now sponsored by the ULGM to help young people graduate from high school on time, enter and complete post-secondary education, and attain family-supporting careers; and,

 

WHEREAS MBK Alliance funding must be granted to a 501C3 agency and matched on a dollar-for-dollar basis; and,

 

WHEREAS the UGLM, as the lead 501C3 agency, will apply for $200,000 from MBK Alliance to be matched by $200,000 in local cash raised from Madison’s MBK community partners, including the City.  Cash match for the first year of the grant program must be committed at the time of the application, due 5/24/18;

 

NOW THEREFORE BE IT RESOLVED that the Madison Common Council does hereby amend the 2018 Operating Budget to appropriate $50,000 from the Contingent Reserve to purchased services within the Mayor’s Office; and,

 

NOW THEREFORE BE IT FURTHER RESOLVED, These funds may only be used to match funds from the MBK Alliance’s Community Challenge Competition, should the grant funds be awarded. If the grant funds are not awarded, City funds will not be allocated to the Urban League of Greater Madison; and,

 

BE IT FINALLY RESOLVED that the Council authorizes the Mayor and City Clerk to enter into an agreement with the Urban League of Greater Madison to use the appropriated funds to implement the MBK Alliance program.
