Creating Section 33.09(3)(g) of the Madison General Ordinances to provide that the rule for quorum for the City-County Homeless Issues Committee will follow the County’s rules for quorum.

DRAFTER'S ANALYSIS:  This ordinance adopts the County rule for quorum for the joint City-County Homeless Issues Committee.  The County rule bases quorum on the number of members appointed and serving, rather than the City’s rule of the number of positions.  The ordinance requires at least five members to be present for quorum. The Committee has thirteen members.

The Common Council of the City of Madison do hereby ordain as follows:

 

                     Subdivision (g) entitled “Quorum” of Subsection (3) entitled “City-County Homeless Issues Committee” of Section 33.09 entitled “City-County Commissions and Committees” of the Madison General Ordinances is created to read as follows:

 

“(g)                     Quorum.  The City and the County have different rules for determining quorum for committees.  The Committee will follow the County’s rule, which defines quorum as greater than one-half (1/2) of the number of committee members appointed and serving.  In no event will less than five (5) members constitute quorum.”
