The proposed resolution amends the Traffic Engineering 2018 capital budget by adding $317,000 in federal funding for the University Avenue, Allen Boulevard to University Bay Drive project. The 2018 Capital Budget includes $820,000 for traffic signal Installations (Munis project 10427) funded by GO Borrowing ($380,000) County Sources ($30,000) Developer Capital Funding ($110,000) Other Government Payments for Services ($50,000), Special Assessments ($200,000) and State Sources ($50,000). The City’s share of the University Avenue, Allen Boulevard to University Bay Drive project is $159,000 and is available in the Traffic Signal Installation 2018 project.

Body
WHEREAS, the funds required to pay for this project were not included in Traffic Engineering’s 2018 Capital budget; and
WHEREAS, the City of Madison and the Wisconsin Department of Transportation have approved the “State/Municipal Agreement for a State-Let Urbanized Area STP-Urban Project” for the City of Madison, University Avenue (CTH MS) Allen Blvd to University Bay Drive project; and
WHEREAS, Design oversight/review is 100% local sponsor (City of Madison). Project construction is funded 70% Federal / 30% Local with a maximum federal cap of $317,000 when the project sponsor agrees to fund any costs over the federal maximum amount; and
WHEREAS, the City will pay for 30% ($159,000) of the costs of the project;
NOW, THEREFORE, BE IT RESOLVED that Traffic Engineering’s 2018 Capital Budget is amended to increase it by $ 317,000.00 for the Federal reimbursement portion which is to be reimbursed through the Local Force Account in order to make all purchases for the City of Madison, University Avenue; Allen Boulevard to University Bay Drive project #5992-1...
