The proposed resolution amends the 2018 Police Operating Budget and authorizes the acceptance of a $90,000 Beat Patrol Overtime grant, if awarded, from the Wisconsin Department of Justice. The grant funds overtime and related benefits for a violence reduction initiative using foot patrols. There is no City matching requirement and no impact on the levy.

Body
WHEREAS, the Wisconsin Department of Justice (WDOJ), through its Beat Patrol program under S.165.986 of Wisconsin Statutes, is providing overtime funds to support police personnel for community policing work or beat patrols targeting specific local crime issues; and,
WHEREAS, the funds are available to the ten communities with the highest rates of violent crime index offenses under the Uniform Crime Reporting system of the Federal Bureau of Investigation for 2016; and,
WHEREAS, the City of Madison has the seventh highest violent crime rate in Wisconsin and thus is eligible for $90,000 in overtime funding; and,
WHEREAS, the Police Department will use the grant funds for a citywide safety initiative in 2018 that will increase foot patrols using the evidence-based Koper model approach that has been proven to reduce violent crime; and,
WHEREAS, in a three-month West District pilot project initiative last year using the Koper technique, violent crime and shots fired were significantly reduced in hot spot areas.
NOW, THEREFORE IT BE RESOLVED, that the City approve acceptance of the Beat Patrol Overtime grant upon award for overtime foot patrols.
BE IT FURTHER RESOLVED, that the 2018 Police Operating Budget be amended upon award by up to $90,000 in overtime and benefit expenses, offset by revenue of up to $90,000.
BE IT STILL FURTHER RESOLVED, that a budget amendment appropriating $90,000 is required to cover expenses in a segregated account for the overtime foot patrols described in this resolution.
BE IT STILL FURTHER RESOLVED, that the Mayor, Clerk and other designated officials are authorized to sign the grant award documents.
BE IT FINALLY RESOLVED, that the Finance and Police Departments are authorized to establish and/or maintain accounts as required for the administration of the grant funds, including modifications approved by WDOJ.
