Fiscal Note

On August 1, 2017, the Common Council authorized the use of up to $97,880 in federal CDBG funds for the Parks Division to implement improvements to Eken and Pennsylvania Parks, projects that address objectives articulated in the EEEPY Neighborhood Plan (RES-17-00636, Legistar #47596), per an Inter-Agency Agreement between Parks and the Community Development Division.

 

This resolution allocates $40,000 of the federal funds for the Pennsylvania Park improvements described herein. No additional funds are being requested and there is no impact on the City levy.

Body

WHEREAS, on August 1, 2017, the Common Council authorized the Community Development Division to execute an Inter-Agency Agreement with the Parks Division to expend up to $97,880 in federal CDBG funds for public improvements to two City parks (RES-17-00636, Legistar #47596); and,

 

WHEREAS, of the $97,880 in federal CDBG funds available, the Parks Division will use up to $40,000 to implement public improvements to Pennsylvania Park, based on objectives identified in the Emerson East-Eken Park-Yahara River (EEEPY) Neighborhood Plan, which identified improving parks and greenspace as a priority; and,

 

WHEREAS, the Pennsylvania Park improvements project described herein meets the HUD National Objective of Benefitting Low- and Moderate-Income Persons - Area Benefit, as a result of the proposed activity taking place in and benefitting residents of this neighborhood, which contains at least 51% of residents earning at or below 80% of the Area Median Income; and,

 

WHEREAS, on October 17, 2017 the City issued a request for qualifications for artists interested in creating public art proposals for Pennsylvania Park; and,

 

WHEREAS, on November 20, 2017 a Selection Team consisting of the Public Art Subcommittee of the Madison Arts Commission, reviewed fifteen applications and identified the top finalists who would be invited to submit design concepts for review; and,

 

WHEREAS, on December 4, 2017 three artists/teams came to Madison for orientation meetings with various staff and stakeholders about this project; and,

 

WHEREAS on January 9, 2018 the finalists returned to Madison to present their concept designs to the Madison Arts Commission; and,

 

WHEREAS, on January 29, 2018, the Selection Team met and recommended that the commission be awarded to Raymond Chi for their concept entitled The People’s Pronouns; and,

 

WHEREAS, Raymond Chi will be contractually required to collaborate with appropriate City of Madison staff and commissions in finalizing the design details of the feature;

 

NOW, THEREFORE, BE IT RESOLVED, that the Madison Common Council approves the concept designs of Raymond Chi for The People’s Pronouns, their site specific public art feature for Pennsylvania Park; and,

 

BE IT FURTHER RESOLVED, that the Mayor and City Clerk are hereby authorized to execute an agreement for up to $40,000 for the design, fabrication and installation between the City of Madison and Raymond Chi.
