Fiscal Note
The proposed resolution authorizes the agreement for design engineering services for the University Avenue - Shorewood Blvd. to University Bay Dr. reconstruction project at a total estimated cost of $675,000. The adopted 2018 capital budget includes $540,000 of budget authority in 2018 in addition to $500,000 of prior year reauthorized appropriation intended for the project design (MUNIS 11168). Funding is provided by GO Borrowing, Municipal Participate funds (Village of Shorewood Hills), and Water Utility revenue bonds. The breakout of the cost for this design agreement is estimated as follows:
Major Streets: $335,000
Water Utility: $16,000
Municipal Participate (Village of Shorewood Hills): $323,500

Authorizing the Mayor and the City Clerk to execute an agreement with KL Engineering for design engineering services for University Avenue - Shorewood Blvd. to University Bay Dr., and authorizing the Mayor and the City Clerk to enter into an agreement(s) with Village of Shorewood Hills for cost sharing on the project.

PREAMBLE
The City is proposing to reconstruct University Avenue from Shorewood Blvd. to University Bay Dr. in 2022. The City Engineer has advertised for consultant design services. The consultant’s services will include the completion of preliminary plans and the Environmental Assessment report and Final Plans & Specifications.
Pursuant to City Ordinances and Policies, the City Engineer advertised for consultant proposals, reviewed the submitted proposals, and recommends the design engineering contract be awarded to KL Engineering.
This will be a multi-year design project (2018-2021) and construction is scheduled for 2022.
The City of Madison and Village of Shorewood Hills are both participating in the design and shall cost share the design engineering contract.
