Fiscal Note
The proposed resolution authorizes the sole source agreement for Customer Information Software (CIS) and Meter Data Management (MDM) software for the Water Utility. The estimated annual cost for this purchase agreement is $200,000 which is provided within the adopted 2018 Water Utility operating budget.

Authorizing Madison Water Utility to use N Harris Computer Corporation as a sole source provider of Customer Information System (CIS) software and Meter Data Management (MDM) software.
Body
WHEREAS, N Harris Computer Corporation is the parent organization for Advanced Utility Systems and Harris SmartWorks; and
WHEREAS, Madison Water Utility issued a Request for Proposals (RFP) to purchase an Advanced Metering Infrastructure System in 2011 (RFP 8142-0-2009), and Harris SmartWorks MeterSense Meter Data Management software was selected through that competitive process; and
WHEREAS, Madison Water Utility issued a RFP to purchase a Customer Information System in 2003, and Advanced Utility Systems CIS Infinity software was selected through that competitive process; and
WHEREAS, Madison Water Utility has a need to purchase annual maintenance services and software enhancements for these systems throughout the year; and
WHEREAS, Advanced Utility Systems and Harris SmartWorks software has been used by Madison Water Utility for many years; and
WHEREAS, N Harris Computer Corporation has been deemed a sole source provider in the past by City Purchasing for the provision of this software and annual maintenance; and
WHEREAS, per MGO 4.26(4)(b), if a service contract exceeds $25,000 and the contract was not subject to a competitive selection process, the contract shall meet one of the requirements of sec. 4.26(4)(a) and be approved by the Common Council, and signed by the Mayor and Clerk; and
WHEREAS, for the reasons explained above, N Harris Computer Corporation is the only provider that can provide the services needed by Madison Water Utility, thereby meeting the exception of 4.26(a)(2) which provides that a sole source contract may be approved if the services are available from only one person or firm;
NOW, THEREFORE, BE IT RESOLVED, that the Common Council hereby authorizes Madison Water Utility to enter into a sole source agreement with N Harris Computer Corporation (including their subsidiaries Advanced Utility Systems and Harris SmartWorks) for the purchase of CIS and MDM software and annual maintenance services for the next 5 years.
