Fiscal Note
The proposed resolution authorizes a sole source agreement for the purchase of services contract with Roy Elkins from 2018-2023 at an estimated annual cost of $25,000. The 2018 adopted operating budget includes $25,000 for the Between The Waves Madison Music Festival and Songwriting Conference provided by Room Tax. Funding for future years will be requested in future operating budgets, subject to Common Council and Room Tax Commission approval.

WHEREAS, the inaugural Between The Waves Madison Music Festival and Songwriting Conference succeeded in bringing together local musicians, educators, and music industry thought leaders for a professional development conference for independent musicians to help support them as small-business entrepreneurs, and
WHEREAS, Between The Waves Madison Music Festival and Songwriting Conference positions Madison as a more musician-friendly municipality, and brings in musicians from around the world to attend; and
WHEREAS, Roy Elkins has been a leader in the music technology industry for over 20 years; and
WHEREAS, Elkins moved to Madison in 1997 to work with Sonic Foundry and 3 years later started Broadjam, a company that caters to songwriters; and
WHEREAS, through Broadjam, Elkins has connections with 150,000 musicians; and
WHEREAS, Elkins serves the Madison Music community in many ways including serving as chair of the Madison Area Music Awards and being a sponsor for the Madison Hip-Hop Awards; and
WHEREAS, Elkins has developed an intimate understanding of the city’s efforts to enhance the Music Industry through Madison Music City; and
WHEREAS, Elkins has been instrumental in the success of BandSwap by advising staff, attending and promoting events, and speaking pro-bono.
NOW, THEREFORE, BE IT RESOLVED, that the Mayor and City Clerk, are hereby authorized to execute a sole source Purchase of Services Contract with Roy Elkins, doing business as RGE Music Company, LLC for the period of 2018-2023, subject to funding availability in the budget.
