Fiscal Note

The proposed resolution authorizes a sole source service agreement for water main replacement along W Dayton Street at a cost not to exceed $50,000. The Water Utility's adopted 2018 capital budget includes $4.25 million of budgeted revenue bonds within the Water Mains Replacement - Reconstruction Streets program for the accompanying water main replacements with scheduled street reconstruction projects in 2018 (MUNIS 11896).

PREAMBLE:

Existing 4-inch diameter water main infrastructure along W Dayton St between N Charter St and S Park St, originally installed in 1900, does not provide sufficient fire protection capacity to developments along the corridor.  Madison Water Utility (MWU) wishes to incorporate design and replacement of the existing water mains along this corridor into the proposed South Campus Utility Improvements Project (State of WI DFD Project), currently under design by Affiliated Engineers, Inc. (AEI) with the proposed utility construction anticipated to occur in 2019.   

 

WHEREAS, MWU wishes to replace existing undersized 4-inch diameter water mains with new 12-inch diameter water mains along W Dayton St between N Charter St and S Park St to improve fire protection capacity in this area; and

 

WHEREAS, AEI has been hired by the State of Wisconsin - Department of Facilities Development to engineer and design UW Campus utility upgrades and replacements along W Dayton St between N Charter St and S Park St as part of the South Campus Utility Improvements Project (DFD Project Number 15K1F); and

 

WHEREAS, MWU has been discussing this intended water main replacement with the AEI project team in coordination with preliminary design development of the UW Campus utility improvements; and

 

WHEREAS, MWU has determined that due to the extent of utilities in W Dayton St and limited space to install new utilities it would be most appropriate to incorporate the engineering, design and construction of the proposed water main replacement as part of the South Campus Utility Improvements Project, currently being designed by AEI, to allow proper coordination with all utilities in the project area and efficient construction; and

 

WHEREAS, MWU desires to enter into a contract with AEI not to exceed $50,000 for professional engineering and design services required to design and incorporate water main replacement into the South Campus Utility Improvements design and construction project; and

 

WHEREAS, under MGO 4.26(4)(b) a service contract of more than $25,000 that was not competitively selected must be approved by the Common Council and must meet one of the exceptions to competitive bidding in MGO 4.26(4)(a); and

 

WHEREAS; for the reasons explained above, AEI is the only firm capable of effectively integrating the design of the desired water main replacement project into the scope of the South Campus Utility Improvements project, thereby meeting the exception of 4.26(4)(b)7., as the services pertain to a similar, concurrent project which would be economical to the City on the basis of time and money to retain the same consultant; and

 

NOW, THEREFORE, BE IT RESOLVED that the Common Council hereby authorizes the Mayor and City Clerk to sign a sole source contract for purchase of services from AEI to provide professional engineering and design services to MWU for the purposes of developing and integrating water main replacement on W Dayton St into the proposed South Campus Utility Improvements project.
