The proposed resolution amends the 2018 Public Health Adopted Operating Budget by adding 1.0 FTE Public Health Specialist position. The 2018 Public Health Operating Budget adopted by the Common Council on November 13, 2017 includes $165,121 for the 2017-2018 MCH Block Grant. There is sufficient grant funding in Salaries and Benefits for the new Public Health Specialist position, however the Department anticipated using interns instead of hiring a full time position so the FTE was not added.

Amending Public Health Madison and Dane County’s 2018 Budget to add a 1.0 FTE Public Health Specialist

Preamble:
The Title V Maternal and Child Health Block Grant Program is the nation’s oldest federal-state partnership. It aims to improve the health and well-being of women (particularly mothers) and children. Two of the goals of the Program are to reduce infant mortality and increase access to comprehensive prenatal and postnatal care for women, especially low-income and at-risk pregnant women. Following a state-driven needs assessment, Wisconsin’s identified program priority areas funded by the Block Grant include engaging in healthy behaviors and implementing health equity-increasing strategies. At the PHMDC level, this has translated into a specific focus on breastfeeding, as well as a systems-level approach aimed at increasing community engagement in Maternal and Child Health-funded activities.
WHEREAS Public Health-Madison and Dane County is a local City of Madison health department statutorily required to monitor access to medical and dental services; and
WHEREAS Public Health has determined that Objective 1 of the 2017-2018 MCH Block Grant is aligned with health department, city and county goals of improving community engagement and working to reduce inequities via the health promotion and policy development activities that support breastfeeding; and
WHEREAS Public Health staff has determined that building additional capacity as supported by MCH Block Grant funding will support the hiring of a full time staff member to expand work in the areas of community engagement and collaborative partnerships to fulfill an additional MCH objective around Youth, Family, and Consumer Engagement and Leadership. In collaboration with community partners, Public Health will implement and evaluate strategies to support and improve access to breastfeeding friendly sites to improve breastfeeding initiation and duration rates in their community. The work of this proposed position aligns with the health department, city and county’s goals of improving community engagement and working to reduce inequities; and
WHEREAS an amendment is being offered to the Dane County 2018 Operating Budget to add 1.0 FTE Public Health Specialist for this purpose; and
WHEREAS the Dane County Operating Budget is anticipated to be adopted on November 20, 2017.
NOW, THEREFORE, BE IT RESOLVED that upon adoption of this resolution and the adoption of the Dane County 2018 Operating Budget, a 1.0 FTE Public Health Specialist will be created in the Public Health Madison and Dane County 2018 Operating Budget and the position be noted to reflect that the continuation of the position is contingent upon future MCH Block Grant Funding.
