Fiscal Note
The proposed resolution accepts Dane County Parent Council, Inc. (DBA Reach Dane) as the selected vendor for the Community Development Division’s (CDD) Family Child Care Accreditation System and authorizes CDD to enter into a contract with Dane County Parent Council beginning January 1, 2018. Adopted RES-17-00789 (Legistar file 48642) authorized CDD to conduct request for proposals (RFP) to select a vendor and to bring recommendations to the Council. The contract for 2018 will be in the amount of $245,567 and CDD has included this amount in the 2018 Executive Operating Budget. It is anticipated that this contract would continue for three to five years, contingent upon funding availability and contractor performance.

Accepting the Community Development Division’s (CDD) selection of Dane County Parent Council as the vendor for the Family Child Care Accreditation System beginning January 1, 2018 in the amount of $245,567 as a result of a competitive RFP process conducted by CDD in consultation with staff and members of the Early Care and Education Committee; and authorizing the Mayor and the City Clerk to enter into agreements with those agencies to implement the designated programs and services.
Body
WHEREAS, the Community Development Division, in consultation with the Early Childhood Care and Education Committee, is responsible for formulating recommendations to the Mayor and Common Council regarding the use of City administered resources budgeted for ensuring the quality and availability of child care, including accreditation of family child care programs; and
WHEREAS, MGO 3.12(10)(c)1.f. states that, for the purposes of accreditation, if a child care program is categorized as a family child care program, that program shall be affiliated with a larger umbrella organization which meets organizational prerequisites outlined in MGO 3.12(10)(c)1.a-e.; and
WHEREAS, the existing contract for family child care accreditation system services between the City and Dane County Parent Council (DBA Reach Dane) is proposed to expire on December 31, 2017, and the funds currently used to support it ($245,567) made available through and RFP process; and
WHEREAS, on September 19, 2017, the Common Council approved RES-17-00789 (Legistar Item #48642), which accepted the Community Development Division’s (CDD) Family Child Care Accreditation System Request for Proposals (RFP), and authorized the CDD to conduct the RFP process and to formulate funding allocation recommendations for use beginning in 2018, to the Mayor and Common Council; and
WHEREAS, accreditation, quality improvement consultation, evaluation, parent referrals, and training are necessary services to maintaining and improving the quality of child care in Madison; and
WHEREAS, a subcommittee of the Early Childhood Care and Education Committee met in early 2017 and identified priorities to support serving both infants and children from low to moderate income families in high quality care; and
WHEREAS, priorities identified by the Early Childhood Care and Education sub-committee, including expansion and maintenance of family child care provider quality, were included in the proposed RFP; and
WHEREAS, the City has committed up to $50,000 within the current family child care accreditation system contract to maintain and expand care in the Northside Early Childhood Zone as part of the public-private partnership with the Rennebohm Foundation, Dane County, United Way of Dane County and the Madison Metropolitan School District; and
WHEREAS, work to support the Northside Early Childhood Zone work was incorporated into the RFP; and
WHEREAS, on September 20, 2017, the CDD issued a Request for Proposal solicitation for Family Child Care Accreditation System services to be provided beginning January 1, 2018, with an application due date of October 20, 2018; and
WHEREAS, two (2) proposals were received and reviewed by the review panel; and
WHEREAS, a review panel consisting of two City Child Care Unit staff, one representative from the child care community and two members of the Early Care and Education Committee reviewed the submitted proposals at its meeting on October 27, 2017 and recommended Dane County Parent Council be selected as the vendor for these services; and
NOW, THEREFORE BE IT RESOLVED, that the Common Council approves the selection of Dane County Parent Council as to provide services as described in the Family Child Care Accreditation System Request for Proposals beginning January 1, 2018; and
BE IT FURTHER RESOLVED, that the Common Council authorizes the Mayor and the City Clerk to execute an agreement with Dane County Parent Council to provide the designated services for $245,567.
