FISCAL NOTE PENDING
Although the creation of this committee has no direct fiscal impact, the adopted 2017 Capital Budget for the Planning Division includes a $150,000 transfer from the General Fund for the Historic Preservation Plan (Project # 10064). The adopted 2016 Capital Budget accounts for a direct appropriation of $100,000 carried over from 2015. Although some background work for this project occurred in 2016, there were no expenditures and that amount was carried over into 2017, resulting in a total of $250,000 being available for this project in 2017.

Creating the Historic Preservation Plan Advisory Committee to assist with the development of the Historic Preservation Plan
Body
WHEREAS, during the development of the Downtown Plan, several commissions stressed the need for a City Historic Preservation Plan to ensure that historic preservation remains an effective tool to preserve the City’s historic resources; and
WHEREAS, during the revision of the Landmarks Ordinance, the Ad Hoc Landmarks Ordinance Review Committee and members of the public stressed the need for a City Historic Preservation Plan to guide the preservation program; and
WHEREAS, a total of $250,000 was budgeted in 2016 and 2017 to hire consultants as needed and for expenses associated with the completion of the plan; and
WHEREAS, the Common Council authorized the Mayor and City Clerk to execute a Purchase of Services contract with Legacy Architecture, Inc. to assist in preparing the Historic Preservation Plan and updating the Historic Preservation Ordinance for each local historic district; and
WHEREAS, the update of the Historic Preservation Ordinance is being overseen by the Common Council’s Landmarks Ordinance Review Committee which will report their recommendations to the Landmarks Commission, which will then report their recommendations to the Common Council for final action; and
WHEREAS, the collection and evaluation of historic resources data will be conducted by the consultants with assistance from staff; and
WHEREAS, this historic resources data will inform other parts of the project and will include focused research regarding the local history of underrepresented communities and related historic resources; and
WHEREAS, the Historic Preservation Plan process will include a review of comprehensive historic preservation activities and strategies including integration of historic preservation into public policy, zoning and other land use tools, economic development opportunities, financial incentives, and heritage tourism opportunities; and
WHEREAS, the Historic Preservation Plan will identify community historic preservation values, goals, and objectives, and it will include implementation strategies and recommendations.
NOW THEREFORE BE IT RESOLVED, that the Mayor and Common Council do hereby create an Historic Preservation Plan Advisory Committee to assist in the development of the Historic Preservation Plan; and
BE IT FURTHER RESOLVED, that the Advisory Committee shall advise staff, the consultants, and the Landmarks Commission on the development of the Plan and related public engagement, and serve as a forum for public testimony and comments regarding the Historic Preservation Plan process and its desired contents during Plan development; and
BE IT FURTHER RESOLVED, that the Advisory Committee will review and make recommendations regarding the historic Preservation Plan as it is prepared by the consultant/staff team and it will review and make recommendations to the Landmarks Commission on the final draft Plan before it is acted on by the Landmarks Commission; and
BE IT FURTHER RESOLVED, that the Mayor shall appoint and the Common Council shall approve an Advisory Committee to be comprised of up to 13 members including one Landmarks Commission member, two Common Council members- one of whom shall also be a member of the Landmarks Ordinance Review Committee, and additional community members including broadly representative members, including members of underrepresented groups and members with knowledge and/or experience that may include historic preservation, real estate, development or renovation, architecture, local history, local historic preservation or cultural resources, ownership of a locally designated landmark or property in a local historic district, or tourism; and
BE IT FINALLY RESOLVED, that the Advisory Committee shall be dissolved upon adoption of the Historic Preservation Plan by the Common Council.
