Fiscal Note

The proposed resolution amends the 2017 Adopted Operating Budget for the Community Development Division (CDD) to reflect the actual grant award amounts for the Continuum of Care grant program. Specific grants in this program include: the Transportation Housing Program, the Homeless Prevention Program, and the Emergency Solutions Grant. The 2017 Adopted Budget anticipated $792,664 from these grants, the actual grant award is $637,098. Under the proposed amendment CDD’s 2017 Adopted Budget will be reduced as follows:

                     Revenue: -155,566

                     Salaries: -12,503

                     Purchased Services: -143,063

 

This resolution also authorizes the Mayor and City Clerk to execute agreements with specific Homeless Services Consortium agencies to provide services using these ETH funds.

BACKGROUND

The City of Madison has worked closely with a group of community-based non-profit agencies that provide services and housing to homeless persons and those at risk of becoming homeless. This cooperation involves City sponsorship and administration of an annual application to the State of Wisconsin for federal and state funds for various projects. The application is comprised of five initiatives: (1) homeless prevention, (2) street outreach, (3) rapid re-housing, (4) emergency shelter and (5) transitional housing programs; plus Homeless Management Information System (HMIS).

 

The Wisconsin Department of Administration's Division of Energy, Housing and Community Resources ("the State") determines awards based on a formula using data from monthly homeless censuses as well as poverty, unemployment and population data. The Dane County Continuum of Care (CoC) has been awarded a total of $545,423 $622,923 $637,098 in ETH (Emergency Solution Grant, Homeless Prevention Program and Transitional Housing Program) funds.

 

Following the notice of award, the City will enter into (and the CD Division will administer) contracts with the participating non-profits listed below to provide the activities indicated from July 1, 2017 through June 30, 2018. Up to $15,009 (ESG) of the award will be retained by the CDD for administration costs associated with contract management.

 

                     Briarpatch Youth Services, Inc. - up to $25,000 (ESG) for Youth Street Outreach to provide outreach and supportive services for unsheltered homeless youth under age 18 and young adults; and up to $15,450 $34,200 (THP) for Transitional Living Program to provide supportive services for homeless youth between 18-21 years of age.

 

                     Institute for Community Alliances, Inc. - $3,900 (ESG) for HMIS Lead Agency Services, including Wisconsin ServicePoint (WISP) training and support.

 

                     Legal Action of WI, Inc. - up to $13,700 (ESG) for Legal Services to prevent evictions for at risk households. In the event that the State awards up to an additional $40,000 in bonus ESG funding to the City, those funds will go to LAW to start the Dane County Eviction Defense Project.

 

                     Porchlight, Inc. - up to $17,050 $35,800 (THP) for STABLE Program to pay for supportive services and operation to serve homeless single women with substance abuse issues; and up to $25,000 (ESG) for Men’s Drop-In Shelter to provide case management for single men identified through the Men’s Drop-In Shelter.

 

                     The Road Home Dane County, Inc. - up to $20,000 (ESG) for Family Shelter to provide case management for homeless families.

 

                     The Salvation Army Dane County - up to $25,000 (ESG) for Family Shelter to provide case management for homeless families; up to $25,000 for Single Women’s Shelter to provide case management for homeless single women; up to $65,000 $70,000 for Rapid Rehousing for homeless families; up to $65,000 $70,000 for Rapid Rehousing for homeless single women; and up to $8,500 for Medical Vouchers which provides motel vouchers for homeless persons with medical needs that cannot be accommodated in traditional shelter.

 

                     Tenant Resource Center, Inc. - up to $11,000 (ESG) for Housing Mediation Services at the small claims court; up to $67,550 (ESG) and up to $62,438 (HPP) for Eviction Prevention Clinic to provide direct rental assistance and housing counseling and housing stabilization services to prevent homelessness, up to $30,467 $35,467 (ESG) and up to $39,909 (HPP) Rapid Rehousing to provide financial assistance and housing stabilization services for homeless single adults.

 

                     YWCA of Madison, Inc. - up to $16,800 (ESG) for Family Shelter pay for the shelter operation.

 

ACTION

 

WHEREAS, the Common Council has adopted a five-year Community and Neighborhood Development Plan which identifies homelessness as a critical issue within the community and outlines a set of strategies and priorities to address those problems using community-based groups; and,

 

WHEREAS, Community Development Division staff have worked collaboratively with interested Homeless Services Consortium agencies to analyze current unmet needs and jointly develop a list of projects for submission to the State for ETH funds; and,

 

WHEREAS, the Homeless Services Consortium Board of Directors approved the slate of projects listed above at its April 25, 2017 meeting;

 

NOW, THEREFORE, BE IT RESOLVED, that the Common Council hereby authorizes the Mayor and City Clerk to execute agreements with the State to accept the ETH award described above; and,

 

BE IT FURTHER RESOLVED, that the Common Council hereby authorizes the Mayor and City Clerk to enter into contracts with the specific non-profit agencies listed herein to provide the specified housing and services for homeless persons and those at risk of becoming homeless; and,

 

BE IT FINALLY RESOLVED, that the Common Council hereby amends the 2017 Operating Budget of the Community Development Division to recognize the associated grant revenue and expenditures as appropriate.
