Fiscal Note

These new grants provide $181,000 to MPD for overtime wages and benefits to deploy officers for enhanced enforcement of traffic and pedestrian safety laws (MUNIS 3115520). There is a 25% matching requirement ($45,250) which will be met through the payment of straight time and benefits associated with the straight time. These matching costs will be absorbed by MPD’s operating budgets. Per the grant agreement, the funds must be expended by September 30, 2018.

Authorizing the Chief of Police to accept FY2018 pass-through public safety grants from the Wisconsin Department of Transportation to be awarded to Dane County for Alcohol Enforcement ($100,000) and Seatbelt Enforcement ($81,000); and amend budgets accordingly

 

Body

WHEREAS, each year the Wisconsin Department of Transportation-Bureau of Transportation Safety (WI DOT-BOTS) provides funds to local police agencies for overtime for enforcement of traffic violations; and

 

WHEREAS, for the period of October 2017 through September 2018, WI DOT-BOTS has offered the Madison Police Department the following pass-through grants for overtime wages and benefits, administered by the Dane County Sheriff’s Office:  Alcohol Enforcement - $100,000 and Seatbelt Enforcement - $85,000,  and

 

WHEREAS, these initiatives will enable safer traffic conditions by deploying officers for enhanced enforcement of vehicular laws in collaboration with the Dane County Sheriff’s Office, through efforts to reduce incidents of excessive vehicle speeds and driving under the influence of alcohol on City of Madison roadways, and

 

WHEREAS, the grant funds enable the Police Department’s Traffic and Specialized Services Section to coordinate additional traffic enforcement activities that would otherwise not be provided; and

 

WHEREAS, required 25% matching funds will be met through MPD officer straight time wages and benefits.

 

NOW THEREFORE BE IT RESOLVED that the Chief of Police is authorized to accept these FY2018 WDOT public safety pass-through grants totaling $181,000 from Dane County.

 

BE IT FURTHER RESOLVED that $181,000 will be used for additional overtime patrols from October 2017 through September 2018.

 

BE IT FINALLY RESOLVED that the Finance Director and the Police Department are authorized to establish and/or maintain segregated accounts as required for the administration of the grant funds; and amend budgets accordingly.
