Fiscal Note

The proposed resolution authorizes the application for and acceptance of the 2017 Edward Byrne Memorial Justice Grant in the amount of $91,240. The grant awards funding to MPD ($68,765) and Dane County ($22,475) for several law enforcement initiatives. Costs will be accounted for in a MUNIS project. There is no matching requirement. Future costs to the City associated with the acceptance of this grant could include replacing the equipment.

Authorizing the Mayor, City Clerk and Chief of Police to apply for and accept the FY 2017 Edward Byrne Memorial Justice Assistance Grant award in the amount of $91,240 and to utilize these funds to support several law enforcement initiatives; and amend budgets accordingly

 

Body

WHEREAS, the U.S. Department of Justice through the Office of Justice Programs, has

designated the City of Madison to receive an Edward Byrne Memorial Justice Assistance Grant (JAG) award; and,

 

WHEREAS, the terms of the grant require that Dane County and the City of Madison submit a joint application under one agency; and,

 

WHEREAS, in August 2017, Mayor Paul Soglin and County Executive Joseph Parisi signed a required Memorandum of Understanding regarding a proposed plan for the allocation and administration of any funds awarded; and,

 

WHEREAS, a copy of this Memorandum of Agreement was circulated to all City of Madison alderpersons in August; and,

 

WHEREAS, a public hearing was held on August 15, 2017; and,

 

WHEREAS, previous awards have been utilized in the past to support the efforts of the Dane County Drug Court, the Dane County District Attorney Crime Response Program, the Madison Police Department, the Dane County Sheriff’s Office, and other local police departments.

 

NOW THEREFORE BE IT RESOLVED that the Mayor and the Chief of Police are authorized to apply for the FY2017 Edward Byrne Memorial Justice Assistance Grant and accept the $92,140 from the Office of Justice Programs, Bureau of Justice Assistance.

 

BE IT FURTHER RESOLVED that any grant funds received are appropriated to the Madison Police Department to be used for the purposes of the grant.

 

BE IT FURTHER RESOLVED that the Police Department is authorized to spend the grant funds in accordance with the grant application, with modifications upon appropriate approvals from the Office of Justice Programs, as follows:

 

Dane County will receive $22,475 which shall be used as follows:

 

                     $10,915 for the Drug Court Treatment Program

                     $6,100 to the Sheriff’s Office for a speed board radar trailer

                     $5,460 for the District Attorney Crime Response Program

 

The City of Madison Police Department will receive $68,765 plus any accrued interest from the segregated fund, for the following to enhance law enforcement efforts:

 

                     $53,870 for two vehicles for Mental Health Unit officers

                     $6,500 for two temporary surveillance cameras to monitor areas open to the public, as part of a specific criminal investigation or in response to a pattern/trend of criminal behavior

                     $4,865 for laptops for the Violent Crime Unit

                     $2,400 for SWAT ballistic helmets

                     $1,130 for grant financial management training

 

BE IT FINALLY RESOLVED that the Finance Department and the Police Department are authorized to establish and/or maintain accounts as required for the administration of the grant funds.
