Fiscal Note

The proposed resolution amends the 2017 Adopted Operating Budget for the Community Development Division to accept $32,420 from a private donation and program revenue for the Aging Mastery Program. This program is focused on providing classes for seniors to improve their overall wellbeing including improved health, economic security, and social interaction.

 

Under the proposed amendment funding will be appropriated by major as follows:

                     Revenue: (32,420)

                     Salaries: 9,605

                     Supplies: 10,400

                     Purchased Services: 12,415

BACKGROUND

 

The nation’s 76 million baby boomers have been given an unprecedented gift of health and time; but to a great extent, older adults do not make the most of this phase of life.

 

The National Council on Aging (NCOA) created the Aging Mastery Program® (AMP) to be a fun, innovative, and person-centered education program that empowers participants to embrace their gift of longevity by spending more time each day doing things that are good for themselves and for others.

 

Aging has changed remarkably since the last generation entered into retirement. Yet, traditional retirement plans are disappearing, the cost of daily living continues to rise, and more than 84% of people aged 65+ are coping with at least one chronic health condition, often over many years.

 

The result is that some older adults are unprepared for this new stage of life. Societal expectations for them have changed little since 1950, but they are facing a new reality when it comes to maintaining their health and economic security and contributing to society.

 

ACTION

                     

                     WHEREAS, the Madison Senior Center, a unit within the City of Madison’s Community Development Division, is a nationally accredited senior center, providing quality programs and activities for Madison’s older adults; and,

 

                     WHEREAS, the National Council on Aging (NCOA) has developed the Aging Mastery Program® (AMP) to develop new expectations, norms, and pathways for people aged 50 to 100, to make the most of their gift of longevity; and,

 

WHEREAS, the AMP encourages aging mastery-developing sustainable behaviors across many dimensions that lead to improved health, stronger economic security, enhanced well-being, and increased societal participation; and,

 

                      WHEREAS, the AMP offers 10 core classes combining a peer-supported, classroom-like structure with social rewards in each session; and,

 

WHEREAS, the AMP provides a comprehensive approach to aging well-focusing on key aspects of health, finance, relationships, personal growth, and community involvement; and,

 

WHEREAS, the AMP uses a proven model of behavior change incentives with primary emphasis on getting people to take actions to improve their lives; and,

 

WHEREAS, preliminary results show that AMP participants significantly increased their physical activity levels, healthy eating habits, use of advanced planning, social connectedness, and participation after taking the AMP curriculum; and,

 

WHEREAS, the Madison Senior Center has been approved by the NCOA to be capable and trained to deliver this evidence-based self-management program; and,

 

WHEREAS, an anonymous donor from the Madison Community Foundation has offered a gift of $12,000 to provide this evidence-based program in the City of Madison for older adults in 2017 and 2018;

 

NOW, THEREFORE, BE IT RESOLVED, that the Mayor and Common Council hereby authorize the Madison Senior Center, on behalf of the City of Madison, to accept an anonymous gift of $12,000 from the Madison Community Foundation, for the support of the Madison AMP; and,

 

BE IT FURTHER RESOLVED, that the Common Council hereby amends the Community Development Division’s Adopted 2017 Operating Budget as appropriate to reflect the AMP revenues and commensurate expenditures.

 

                     BE IT FURTHER RESOLVED, that the 2017 Adopted Operating Budget is amended to appropriate the following funds: $32,420 in revenue from the Madison Community Foundation and program income, $9,605 for salaries, $10,400 for supplies, and $12,415 for purchased services in order to implement the Aging Mastery Program.
