Fiscal Note
The proposed resolution authorizes the City’s Information Technology Director to sign a one-year Facility Use Agreement with WYOU Community Television, Inc., pending approval by the City Attorney, to allow WYOU to utilize the City of Madison production studio. No City appropriation is required in allowing WYOU the time and space for production studio use. WYOU will not be charged any user fees.

Body
WHEREAS, the City IT Media Team has an on premise television production studio (the Studio) that includes manual and automated cameras and other audio and video equipment; and
WHEREAS, WYOU desires to use the Studio to create community programming, conduct training for WYOU producers, and recruit members interested in this type of production, with the goal of increasing interest and involvement with WYOU as they search for their own studio and related facilities; and
WHEREAS, the City has been a supporter of WYOU’s outreach to the community and the community programs it produces and desires to allow WYOU to use the Studio free of charge at times that do not conflict with the City’s use of the Studio and do not cause any City staff to incur any overtime; and
WHEREAS, City staff, including department heads, do not have authority to sign contractual documents on behalf of the City without Common Council approval.
NOW, THEREFORE, BE IT RESOLVED that the City of Madison’s Information Technology Director is authorized to sign a Facility Use Agreement on behalf of the City with WYOU Community Television, Inc. for a period of one (1) year, for the purposes described above and in a form approved by the City Attorney.
