Creating Sections 28.078(5) and 28.079(4) of the Madison General Ordinances to create site standards for surface parking in the Downtown Residential 1 (DR1) and Downtown Residential 2 (DR2) districts.

DRAFTER'S ANALYSIS: This ordinance creates standards for surface parking in the DR1 and DR2 districts. These site standards will allow parking behind or beside each building, unless an existing building already has surface parking located between the building and a street. This will eliminate the possibility of having parking both in front and behind a building, as occasionally happens in the downtown area.

The Common Council of the City of Madison do hereby ordain as follows:
1. Subsection (5) entitled “Site Standards” of Section 28.078 entitled “Downtown Residential 1 District” of the Madison General Ordinances is created to read as follows:
“(5) Site Standards.
For residential buildings, surface parking shall be located behind or beside each building. For existing residential buildings with parking located between the building and any street, surface parking may only be located behind or beside the building if the parking located between the building and the street is eliminated.”
2. Subsection (4) entitled “Site Standards” of Section 28.079 entitled “Downtown Residential 2 District” of the Madison General Ordinances is created to read as follows:
“(4) Site Standards.
For residential buildings, surface parking shall be located behind or beside each building. For existing residential buildings with parking located between the building and any street, surface parking may only be located behind or beside the building if the parking located between the building and the street is eliminated.”
