Title: Authorizing the Mayor and the City Clerk to execute Amendment #4 to the Professional Services Agreement with Mead and Hunt Inc. for public participation support, the preparation of final construction drawings and specifications, permitting, bidding, and construction administration for additional design and construction administration services for the Water Utility Operations Center located at 110 S. Paterson Street. And amending the adopted 2017 capital budget to provide a net-neutral transfer of $83,000 of revenue bond funding from the Water Utility’s Facility Improvements capital program and $267,000 of revenue bond funding from the Water Utility’s Pump Station Improvement capital program to provide the necessary $350,000 of additional funding for Amendment #4 and other anticipated costs to the Paterson Street Operations Center Remodel project.

Fiscal Note

The proposed resolution increases the budget for the Water Utility’s Paterson Street remodel project by $350,000. The increased funding is needed to complete architectural and construction administrative costs for the next phase of the budget. The amendment transfers $350,000 in revenue bond authority from other projects currently authorized within the Water Utility’s capital budget. Transfers authorized by the resolution include:

                     $83,000 from Water Facility Improvements

                     $267,000 from Pump Station Improvements

Body

WHEREAS, Madison Water Utility entered into a Professional Services Agreement with Mead and Hunt on August 2, 2013 for Pre-Design and Alternative Development Services; and

 

WHEREAS, Madison Water Utility executed Amendment #1 to the contract with Mead and Hunt on December 5, 2014 for final design, bidding and construction administration services for the project; and

 

WHEREAS, Madison Water Utility executed Amendment #2 to the contract with Mead and Hunt on March 30, 2016 for additional final design, bidding and construction administration services for the project; and

 

WHEREAS, Madison Water Utility executed Amendment #3 to the contract with Mead and Hunt on November 7, 2016 for additional final design, bidding and construction administration services for the project; and

 

WHEREAS, Mead and Hunt have completed the preliminary analysis, alternative development, final design, bidding services and are finalizing construction administration tasks for the project and closing out the contract for Phase 1; and

 

WHEREAS, Mead and Hunt have completed the preliminary analysis, alternative development, final design, bidding services and are starting Phase 2 construction administration tasks for the project; and

 

WHEREAS, Additional services have been identified and requested by Madison Water Utility for Design, Bidding, and Construction Administration for a separate construction contract for a required storm water management system for Phase 2. This additional task being due to a change in the project storm water management requirements that occurred after the bid was awarded; and;

 

WHEREAS, Additional services have been identified and requested by Madison Water Utility for construction administration and closeout tasks resulting from a delay in the completion of Phase 1 construction. A credit to the construction contract to cover these delay costs has been negotiated and formalized with the contractor, and a scope and fee have been negotiated with Mead and Hunt for this additional work; and

 

WHEREAS, Madison Water Utility has reviewed the proposed costs and recommends an increase of $48,147 for additional Phase 2 work for storm water management and an increase of $37,600 resulting from Phase 1 construction delays for a total increase of $85,747 to the contract;

 

NOW THEREFORE BE IT RESOLVED that the Mayor and the City Clerk are authorized to execute Amendment No. 4 with Mead and Hunt Inc. to increase the total professional services fee for final design and bidding services by $85,747 for the Paterson Street Operations Center.

 

BE IT FINALLY RESOLVED that the Water Utility’s 2017 adopted capital budget is amended to transfer $83,000 from the Water Facility Improvement capital program (MUNIS 10440) and $267,000 from the Pump Station Improvement capital program to the standalone Paterson Street Operation Center Remodel project (MUNIS 10442) to provide funding to the project for the contract change and additional anticipated costs.
