The proposed resolution authorizes the five year agreement with USGS for storm water chloride monitoring. The cost of the agreement over the course of the five year term is $95,000, which will be split 50% to the Stormwater Utility operating budget and 50% to the Water Utility operating budget. The adopted 2017 operating budget provides sufficient expenditure authority for the Stormwater Utility and Water Utility to encompass this work. Future annual operating budgets will provide for the annual cost for the agreement. The USGS is contributing $18,000 over the five year term of the agreement for associated work.

Authorizing the Mayor and City Clerk to enter into a five (5) year agreement with the USGS to monitor storm water chloride levels in stormwater adjacent to Water Utility Well #16.
Body
WHEREAS, the City of Madison has previously partnered with the USGS on several successful storm water monitoring projects (street sweeping, phosphorous monitoring, screen treatment device effectiveness); and
WHEREAS the Mayor and Common Council have expressed concern regarding the increasing levels of chloride in some of our water wells; and
WHEREAS, the Mayor and Common Council have approved a resolution authorizing City Engineering and Madison Water Utility to work with the Madison Metropolitan Sewerage District on chloride reduction (RES-17-00489); and
WHEREAS, increasing levels of chloride in stormwater runoff have resulted in Lake Wingra being listed on the 404d list as an impaired water for chlorides, which will result in TMDL being written for this water; and
WHEREAS, the proposed location is immediately upstream of a vulnerable Water Utility Well and immediately downstream of a large commercial area that can experience high salt loads and could as a result respond the most dramatically, to a change in application methods as might be experienced with the adoption of the proposed applicatio...
