Fiscal Note
This resolution authorizes a transfer of $21,000 from the Contingent Reserve to the Mayor’s Office to fund contracts with Thomas J. Mosgaller for services in support of the City’s strategic management, values identification, city-wide goals and organizational effectiveness efforts. If adopted the remaining balance within the Contingent Reserve will be $1,407,904. The City has awarded Mr. Mosgaller two previous contracts for his work on strategic management; the first in 2016 for $7,750, the second in 2017 for $12,999. If adopted, the total awarded to Mr. Mosgaller for this initiative will be $41,749.

Body
WHEREAS, the City has been engaged in efforts to better connect City services with results that residents expect; and

WHEREAS, the 2017 adopted operating budget provided $75,000 for these efforts; and

WHEREAS, these funds have been fully allocated toward the City’s Strategic Management Initiative, including developing City-wide Goals, associated outcomes and indicators, an Outcomes Summit, pilot efforts on developing service inventories in two agencies and ways to gather and visualize key performance data; and

WHEREAS, Thomas J. Mosgaller is an expert in organizational effectiveness and facilitation, including work with Dr. W. Edwards Deming; and

WHEREAS, Thomas J. Mosgaller has served the City in the past on these types of efforts, including quality improvement initiatives; and

WHEREAS, Thomas J. Mosgaller has been paid $20,749 through May 16, 2017, for providing support toward the Strategic Management Initiative, including internal and external engagement of employees, residents, and stakeholders, and othe...
