The proposed resolution amends the Stormwater Utility’s adopted 2017 capital budget to appropriate $275,000 of GO Borrowing for the emergency storm sewer repair and surface treatment at the Monona Terrace as a result of a recent storm sewer failure; the debt service repayment of the appropriated borrowing will be assigned to the Stormwater Utility. The proposed resolution also amends the Major Streets adopted 2017 capital budget to appropriate $150,000 of Stormwater Utility reserve funding to the Wilson St (Hamilton to MLK) project for extension of storm sewer away from the Monona Terrace (MUNIS 11459). The project budget for the Wilson St. (Hamilton to MLK) project was originally adopted at a total estimated project cost of $1.54 million of which $1.2 million funded by TID 25 proceeds and the remaining funding by the associated work by sewer and stormwater utilities in 2017.

WHEREAS the existing Monona Terrace storm sewer system has been found to be in critical condition and has failed, needing emergency repairs, and

WHEREAS storm sewer system expansion is needed on W Wilson Street to divert storm water from the existing Monona Terrace system, and

WHEREAS a Public Works emergency contract is required to repair and reconstruct storm sewer and surface treatments due to the existing storm sewer failure, and

WHEREAS the West Wilson Street project is currently in the adopted Capital Improvement Plan (CIP) planned for year 2017 for contracting purposes;
