The City of Madison Planning Division has received a request from the Prairie Hills Neighborhood Association (the “Grantee”) to install a seating area within Lucy Lincoln Hiestand Park, located at 1653 Frisch Road, in accordance with the 2017 City of Madison - Neighborhood Grant Program, which provides funds to neighborhood organizations for activities that promote strong neighborhoods, and includes grants for Community Enhancement projects and Neighborhood Leadership and Capacity-Building activities.

The Parks Division, as well as the Planning Division, have reviewed the request and recommend approval of the installation in accordance with the Grant Award Agreement between the City of Madison (the “City”) and the Grantee, with the following conditions:

The Grantee shall be responsible for all maintenance and repair of the Project as follows:
The Grantee will keep the Project weed free by having a neighborhood association committee manually weed the area monthly, and keeping it free from grass clippings and trash, from May through September.

The Grantee will maintain any plantings installed as part of the Project.

The Grantee shall locate the Project in a specific area, as approved by the City Parks Division.

The Grantee is responsible for locating all underground utility services in the construction area, i.e., said Grantee shall contact Diggers Hotline prior to any excavation or construction activities.

The Grantee shall comply with all Madison General Ordinances regarding the construction and installation of the Project including any and all applicable City of Madison permits for excavation and installation, including a City Engineering Excavation Permit, if applicable.
