Fiscal Note

The proposed resolution transfers funding and the administration of the Aids Resource Center of Wisconsin (ARCW) from the Community Development Division to Public Health of Madison and Dane County. The $27,394 purchased service contract is fully funded through the City’s General Fund. This action is technical in nature and does not have an additional fiscal impact. If adopted, future budgets will reflect the transfer.

Approving the transfer of authority and associated responsibility for oversight and administration of Aids Resource Center of Wisconsin (ARCW), from the City’s Community Development Division (CDD) to Public Health of Madison and Dane County and amending the 2017 Adopted Operating Budget to transfer $27,394 of purchased services appropriation from the Community Development Division to Public Health of Madison and Dane County.

Body

WHEREAS, the City has funded and administered a Purchase of Service contract with ACRW (formerly AIDS Network) since 2005 to provide community outreach and case management to HIV positive Madison residents in Madison: and,

 

WHEREAS, in 2011 funds allocated through Public Health and contract administration responsibilities were transferred from Public Health of Madison and Dane County to the Community Development Division; and,

 

WHEREAS, city funds continue to support ACRW ongoing efforts to provide case management services to over 400 Madison Residents annually; and,

 

WHEREAS recent discussions between PHMDC and CDD have led staff to recognize the efficacy of the administration of this contract through PHMDC which will more closely tie the efforts of this organization to their Sexual and Reproductive Health initiative. CDD and PHMDC staff are now recommending the transfer of funds and contract oversight back to PHMDC; and,

 

WHEREAS, ACRW has been informed of this transfer and is amenable to this change.

 

NOW, THEREFORE, BE IT RESOLVED, that the 2017 Adopted Budget is amended to transfer $27,394 in purchased services appropriation from the Community Development Division (CDD) to Public Health of Madison and Dane County to support costs associated with the ARCW Case Management Program; and,

 

BE IT FURTHER RESOLVED THAT the Board of Health for Madison and Dane County on behalf of Public Health-Madison and Dane County is authorized to enter into a purchase of services agreement with AIDS Resource Center of Wisconsin

 

BE IT FURTHER RESOLVED, that the 2017 Public Health Madison & Dane County Adopted Operating Budget is amended via the transfer of funds from the 2017 CDD Operating Budget with no impact on tax levy support.

 

BE IT FINALLY RESOLVED, that responsibility for the oversight for administration of these programs is transferred from the Community Services Committee to Public Health Madison & Dane County as authorized by the Board of Health for Madison and Dane County, and the Director of Public Health-Madison & Dane County is authorized to sign the agreement.
