Fiscal Note
The proposed resolution authorizes the agreement with Focus on Energy and acceptance of the associated incentive awards. Approximately $25,011 is expected to be received for the Streets West Solar Electric Installation by Fall 2018 and approximately $14,994 is expected to be received for the Library Maintenance & Support Center Solar Electric Installation by Fall 2018. When these award funds are received, they will be deposited to the Facilities Management major project Sustainability Improvements (MUNIS 10563). Budgeted GO borrowing for the Sustainability Improvements program within the Engineering Facilities Management capital budget sufficiently provides for these planned renewable energy projects in 2017.

Body
WHEREAS, Focus on Energy is an energy efficiency and renewable resource program funded by the state’s investor-owned energy utilities, under Wis. Stat. § 196.374(2)(a), and participating municipal and electric cooperative utilities. The program works with eligible Wisconsin residents and businesses to install cost-effective energy efficiency and renewable energy projects. The program is administered by Shaw Environmental and Infrastructure, Inc. and/or its parent company Chicago Bridge and Iron Company or CB&I (“Program Administrator”) under contract with Statewide Energy Efficiency and Renewable Administration, Inc. (“SEERA”); and,

WHEREAS the City of Madison applied to the 2017 Renewable Energy Competitive Incentive Program (RECIP) in February of 2017 for a 100 kW PV system at Streets West installed in Summer 2017 by the City’s Green Power Solar Installer Training Program.
