The proposed resolution authorizes the 2017 awards for the Emerging Opportunities Program (EOP). The 2017 Adopted Operating Budget includes $150,000 for the continuation of the program that began in 2013. Through the RFP process CDD received 37 applications totaling $607,566. The proposed awards provide grants to 15 organizations with an average grant award of $10,000.

Body
The adopted 2017 Community Development Division (CDD) Operating Budget included $150,000 in Community Agency Contracts expenditures for projects to be funded with Emerging Opportunities Program funds, as established in RES-13-00574 (Legistar # 30635, 7/22/2013).

WHEREAS, the adopted 2017 CD Division Operating Budget included $150,000 in program expenditures for EOP-funded Community Agency Contracts; and

WHEREAS, the CD Division issued a 2017 Request for Proposals solicitation with an application due date of February 27, 2017; and,

WHEREAS, the Division received 37 proposals in response to the RFP making requests totaling $607,566; and

WHEREAS, the Community Development Division Conference Committee reviewed the 37 proposals and developed the following recommended allocation plan to utilize EOP funds at its meeting on April 3, 2017:

Catholic Multicultural Center: up to $10,000 for immigration legal services and outreach.

Center for Resilient Cities: up to $10,000 for the Hmong Language and Cultural Enrichment Program to enhance Hmong students’ academic success and college preparedness through learning about their home language and culture.

Centro Hispano: up to $12,000 for the New Routes to Adults program to support and enhance jail diversion efforts related to AODA (Alcohol and Other Drug Abuse) services for the Latino comm...
