Fiscal Note

The proposed resolution authorizes the sole source contract for the Warner Park Community Center building automation system at a cost of $37,519 which will be funded by GO borrowing within the Parks Division’s Park Facility Improvements Capital Program.  The proposed resolution also authorizes an amendment to the adopted 2017 capital budget for a net-neutral transfer of $10,000 of GO borrowing funding from Engineering-Facility Management’s Sustainability Program (MUNIS 10563) to the Park’s Divisions Facility Improvements capital program to provide for the costs of the energy efficient components of the project within the contract.

 

In the adopted 2017 capital budget Engineering-Facilities management has budgeted $750,000 of GO borrowing to support the implementation of the Madison Sustainability Plan via solar and energy efficient installations throughout the City via the Sustainability Improvements capital program (MUNIS 10563). There is sufficient budget authority available within the program to allow for the transfer of $10,000 of GO budget authority from the Sustainability Improvement program to the Park Divisions’ Facility Improvements if adopted.

Title

Body

WHEREAS, Parks budget includes $35,000 for a new building automation system at Warner Park Community Recreation Center and the actual cost is $37,519 because several components were added to make the system more energy efficient. In addition some engineering staff time is required to verify the system is configured optimally. The difference will be covered by a transfer from the Engineering-Sustainability Improvements project. The revised total project budget is $45,000.

 

WHEREAS, our building automation system protocol is standardized on Honeywell; and

 

WHEREAS, our building automation systems are networked together and maintained at a central location; and

 

WHEREAS Controlworks is the only authorized Honeywell vendor in the Madison area; and,

 

WHEREAS Controlworks has completed over 30 system installations at most of our large facilities; and,

 

WHEREAS using another product line other than Honeywell or another vendor other than Controlworks could create inefficiencies in our maintenance processes or higher utility bills; and,

 

WHEREAS, under MGO 4.26(4)(b), if a service contract exceeds $25,000 and the contract was not subject to a competitive selection process, the contract shall meet one of the requirements of sec. 4.26(4)(a) and be approved by the Common Council, and signed by the Mayor and Clerk; and

 

WHEREAS, this contract meets section 4.26(4)(a)7 which provides that a contract may be approved without a competitive selection process if the contractor has performed similar services in the past and it would be economical on the basis of time and money to retain the same firm.

 

NOW, THEREFORE BE IT RESOLVED that the Mayor and City Clerk are hereby authorized to enter into a contract with Controlworks to provide for low voltage HVAC controls for the installation and programming of a new building automation system at Warner Park Community Recreation Center; and,

 

BE IT FURTHER RESOLVED that in accordance with MGO section 4.26(4)(a)7 the Common Council finds that the further solicitation of proposals is not required because the contractor has performed similar services in the past and it would be economical on the basis of time and money to retain the same firm.

 

BE IT FINALLY RESOLVED that the 2017 Engineering-Facilities Management and Parks Division capital budgets are hereby amended to transfer $10,000 of general obligation borrowing funding from the Sustainability Improvements major project to the Park Facility Improvements (Parks Division) major project.
