Funding for the contract will be paid through the Economic Development Division purchased services budget.
Title
Authorizing the execution of a contract with MSA Professional Services, Inc. and the expenditure of up to $90,000 for Survey of Condition (“Blight Study”) Services for the creation of Tax Increment Districts (“TIDs”) and Redevelopment Districts.
Body
WHEREAS, from time to time, the City of Madison (“City”) desires to create TIDs as authorized under WI State Statute 66.1105; and
WHEREAS, from time to time, the Community Development Authority of the City of Madison (“CDA”) desires to create Redevelopment Districts under WI State Statues 66.1333; and
WHEREAS, both of these actions require the completion of a Blight Study; and
WHEREAS, under MGO 4.26(3) service contracts of more than three years in duration require approval of the Common Council, and;
WHEREAS, the City of Madison issued Request for Proposals #8568-0-2016-DWR (the “RFP”) for Blight Study Consultant Services on October 26, 2016, with responses due on December 14, 2016; and
WHEREAS, MSA Professional Services, Inc. submitted a proposal, which was reviewed by City Staff and determined to best meet all of the requirements of the RFP; and
WHEREAS, City Staff wishes to be prepared to respond to requests for Blight Studies while ensuring compliance with Madison General Ordinance 4.26(3) and (5):
NOW, THEREFORE, BE IT RESOLVED, that the Common Council approves the expenditure of up to $90,000 for the completion of Blight Studies as required to create TIDs and Redevelopment Districts, and;
BE IT STILL FURTHER RESOLVED, that the contract shall be for a period of one (1) year, with three additional one year renewals, with the maximum amount of $90,000 for the full four (4) years, and;
BE IT STILL FURTHER RESOLVED, at its sole discretion, by March 1 of each contract year, the City may opt to renew the contract for up to three (3) subsequent one (1) year terms. Any such renewals shall be effective upon mutual written agreement of both parties. The Finance Director or designee is authorized to execute renewal document(s) on behalf of the City, and;
BE IT STILL FURTHER RESOLVED, that the Mayor and City Clerk are hereby authorized to execute a contract with MSA Professional Services, Inc. in an amount not to exceed $90,000 over a four (4) year period, in a form approved by the City Attorney.
