Fiscal Note
The cost of renting and replacing 97 DS-200 Tabulators and 90 AutoMark Voter Assist Terminals was $982,932. These costs will be reimbursed by insurance, minus a $500 deductible to the Clerk’s Office. The appropriation for replacing the equipment was initially made in 2016 based on the anticipated timing of acquisition of the election equipment. The equipment was not actually procured until 2017. As such, the 2017 adopted operating budget needs to be amended to both appropriate funds for the acquisition of the equipment in 2017 and to transfer insurance proceeds to the General Fund to offset the cost of renting the equipment in 2016. The insurance proceeds have been received and deposited in the Insurance Fund. The transfer in to the Clerk’s Office budget for acquiring the equipment will offset the cost of acquisition. As such, this resolution has no impact on the City’s calculation to qualify for the state’s Expenditure Restraint Program (ERP).

Body
WHEREAS, under a previous resolution (RES-16-00557; Legistar #43902), the 2016 adopted operating budget was amended to appropriate up to $1 million to replace election equipment damaged in a flood; and

WHEREAS, the quotes for the cost of the new equipment could not be secured in time to purchase before the end of 2016; and

WHEREAS, the insurance claim revenues have been received and been deposited in the Insurance Fund; and

WHEREAS, an appropriation in 2017 is necessary to complete the purchase of the equipment; and

NOW, THEREFORE, BE IT RESOLVED, that the Common Council amends the 2017 adopted operating budget to the Clerk’s Office to appropriate $805,530, to the Clerk’s Office and to transfer in an equal amount from the Insurance Fund to cover that cost;

BE IT FURTHER RESOLVED, that $176,902 be transferred from the Insurance Fund to the General Fund to offset the ...
