Fiscal Note
The proposed resolution authorizes a multi-year renewal of the software licensing and maintenance contract for MPD’s fingerprint database. The MPD 2017 Adopted Operating Budget includes $195,250 for System and Software Maintenance (Munis 31100-54335), of which $13,000 is included for these services.
Title
Authorizing the designee of the Finance Director to renew its service contract with Safran USA, Inc. d/b/a MorphoTrak, LLC for software and equipment support and maintenance services for the police department.
Body
WHEREAS, the Madison Police Department uses MorphoTrak software as a tool with the State of Wisconsin’s Automated Fingerprint Identification System (AFIS) to make fingerprint identifications and has been using it for approximately 10 years; and
WHEREAS, the MorphoTrak software is required by the State DOJ in order for police departtments to access the AFIS database; and
WHEREAS, this finger print database is an extremely valuable tool in solving crime and assisting victims; and
WHEREAS, the contract for maintenance on the software and equipment expired; and
WHEREAS, the police department desires to renew the support and maintenance contract and continue to utilize these services and products and the vendor offers the services on an annual basis with an automatic renewing contract at an annual price of $12,298; and
WHEREAS, under MGO sec. 4.26(3), service contracts of more than three years in duration require approval of the Common Council;
NOW, THEREFORE, BE IT RESOLVED, that the Common Council approves an annual, automatically renewing contract for the above-described services, with Safran USA, Inc. d/b/a MorphoTrak, LLC and authorizes the designee of the Finance Department to sign the contract on behalf of the City, which may be renewed as needed for the useful life of the software and equipment.
