Fiscal Note
The proposed resolution authorizes the Chief of Police to sign a Memorandum of Understanding on behalf of the City with University of Wisconsin Veterinary Care, School of Veterinary Medicine (UWVC) to accept veterinary specialty and emergency services up to $5,000 annually for active duty law enforcement animals at no cost and a 50% discount for any services exceeding $5,000. The MPD 2017 Adopted Operating Budget includes $5,500 for services related to law enforcement animals (Munis 31100-54810). Most of this is used for veterinary and farrier services. Annual expenditures vary but are usually approximately $5,000.

Authorizing the Chief of Police to sign a Memorandum of Understanding on behalf of the City with University of Wisconsin Veterinary Care, School of Veterinary Medicine (UWVC) to provide veterinary specialty and emergency services.
Body
WHEREAS, the Madison Police Department has utilized the services of the UWVC for the mounted patrol horses and the canine unit dogs in the past and found these services to be of high quality; and,
WHEREAS, there is no current contract in place covering provision of such services; and,
WHEREAS, the UWVC is willing to provide up to $5,000 worth of services annually for active duty law enforcement animals to the Police Department at no cost, and a 50% discount for any services exceeding $5,000; and,
WHEREAS, under MGO 4.26(3) service contracts of more than three years in duration require approval of the Common Council and authorizing to sign.
NOW, THEREFORE, BE IT RESOLVED, that the Chief of Police is authorized to sign a Memorandum of Understanding on behalf of the City for veterinary and emergency services with the UW Veterinary Care School of Veterinary Medicine, University of Wisconsin-Madison, for the purposes described above, for a term of four (4) years beginning in January 2017.
