PREAMBLE

In 1995, the Common Council, by Resolution number 52,156, authorized the City of Madison to function as fiscal agent for the Dane County Narcotics Task Force.  The Council also authorized the City to accept federal funding on behalf of the Task Force. In 2002, the Common Council adopted Resolution number 59,078, and in 2006, Resolution number RES-06-01004, extending the agreement authorizing the Dane County Narcotics Task Force.

The Task Force is a multi-jurisdictional law enforcement unit.  Its purpose is to combat the illegal distribution, sale, and use of controlled substances within Dane County and the violence and human costs associated with those sales.  It was created by an intergovernmental agreement between the City, Dane County, and the University of Wisconsin, according to the provisions of Sec. 66.0301, Wis. Stats.  The basic provisions of the agreement are as follows:

1.   The Task Force is managed by a steering committee comprised of Madison's Chief of Police, the Dane County Sheriff, and the Chief of the University of Wisconsin Police Department.

2.   Each unit of government furnishes staff members who are assigned by and responsible to their respective superiors.  Each unit of government is responsible for discipline, compensation and benefits, worker's compensation and disability coverage.

3.  The City of Madison serves as fiscal agent and a City of Madison officer, with the rank of lieutenant or above, commands the Task Force.

4.  Other units of government in Dane County may participate if their governing bodies authorize it and sign an amended agreement which must also be approved and signed by each of the parties to this original agreement.

WHEREAS, the previous agreement authorizing the Dane County Narcotics Task Force will expire; and,

WHEREAS, there continues to be a significant need for the services provided by this specialized, collaborative unit of law enforcement; and,

WHEREAS, the Madison Police Department, Dane County Sheriff's Office and University of Wisconsin-Madison Police Department continue to support the provisions of this agreement.

NOW THEREFORE BE IT RESOLVED, that the Mayor, City Clerk and Chief of Police are authorized to sign an agreement which extends the authorization for the Dane County Narcotics Task Force to December 31, 2026.
