Title
Establishing guidelines for the implementation of the updated Park Impact Fee Ordinance.
Body
WHEREAS, the City of Madison has utilized park land dedication and park impact fees since 1992; and,

WHEREAS, the Parks Division has completed a new public facility needs assessment study that is being used to inform a new Park Impact Fee Ordinance; and

WHEREAS, Park Impact Fees provide resources to develop, improve and promote access to the City of Madison’s quality park system; and

WHEREAS, the Park-Infrastructure Impact Fee is currently planned to provide approximately 20 percent of the funding towards infrastructure improvements in the Parks Capital Budget over the next six years; and,

WHEREAS, Park Impact Fees are used across the entire park system to promote the development, improvement and quality of the entire park system consistent with the Park and Open Space Plan; and,

WHEREAS, the City of Madison recognizes that with larger scale developments of either greater than 75 units or of total park fees greater than $250,000 for a project there may be a heightened demand placed upon the nearby park and open spaces; and,

WHEREAS, updating the Park Impact Fee Ordinance more frequently than ten years would allow for a more accurate reflection of the proportionate share of the impact from development to be ascertained for future park planning and development initiatives.

NOW, THEREFORE BE IT RESOLVED, that the Parks Division will consider the utilization of Park-Infrastructure impact fees within 2 miles of larger scale development projects of greater than 75 units or $250,000 in total impact fees to address the impacts on the park system by the large scale development; and

BE IT FURTHER RESOLVED, that the Parks Division and Finance Department will collaborate to establish a more detailed annual budget presentation for Park Impact Fees that includes a listing of actual amounts collected by de...
