Approving roadway geometry for the reconstruction of Cottage Grove Road from Thompson Drive to Sprecher Road. (3rd and 16th AD).

PREAMBLE
WHEREAS, The City of Madison and Dane County, in conjunction with the Wisconsin Department of Transportation (WisDOT) have proposed a joint project to reconstruct Cottage Grove Road from Thompson Drive to Sprecher Road; and
WHEREAS, The City of Madison entered into an agreement with WisDOT for preliminary design of the project on April 9, 2015, authorized by RES-15-00260, File ID 37504; and the proposed project was approved in the WisDOT 2016-2019 Statewide Transportation Improvement Program; and
WHEREAS, The project is proposed to be constructed in two phases. The first phase of construction will include the portion of Cottage Grove Road from approximately 350 feet east of I-39/90 to Sprecher Road. The second phase of construction will include the portion of Cottage Grove Road from Thompson Drive to 350 feet east of I-39/90, including replacement of the existing Cottage Grove Road overpass of I-39/90. The first phase of construction is currently programmed for construction in 2020, but advanceable to 2018 depending on WisDOT funding. The second phase of construction will be scheduled after WisDOT completes ongoing traffic analysis for the I-39/90 corridor.
WHEREAS, The City of Madison has completed preliminary design of the project, which includes reconstruction of Cottage Grove Road to a four-lane urban boulevard with two vehicle lanes in each direction, bike lanes in each direction, raised grass medians, sidewalk on each side of the street; and the proposed design will adequately serve the area traffic projections through the design year of 2038.
NOW, THEREFORE, BE IT RESOLVED, that the roadway geometry for Cottage Grove Road from Thompson Drive to Sprecher Road is hereby approved.
