DRAFTER'S ANALYSIS:  This ordinance allows colleges and universities and schools, arts, technical or trade as a permitted use in the SEC District.  This ordinance also specifically provides a new supplemental regulation requiring that the City Traffic Engineer must approve a Traffic Demand Management Plan for any such use.
