Fiscal Note
This resolution authorizes a contract for 2016 for the maintenance of the Neighborhood Indicators Project plus three annual renewals of that contract (2017-2019) at a cost not to exceed $51,500 per year. The Planning Division’s 2016 adopted Operating Budget includes $51,500 for this purpose in 2016. Future year funding will be requested in future operating budgets, subject to approval by the Common Council.
This resolution also authorizes a one-time expenditure to comprehensively upgrade the Neighborhood Indicators Project website at a cost not exceed $30,000. Funding is available from the 2016 adopted Operating Budget from the following departments who agreed to share the cost of service distributed as:
• $20,000 from the Planning Division, (Org Code 65114 - Object code 54645)
• $5,000 from the Department of Planning and Community and Economic Development Office of the Director, (Org Code 64100 - Object Code 54645)
• $2,500 from the Racial Equity and Social Justice Initiative, (account # 110020-54810-00000)
• $2,500 from Information Technology, (account # 10030-17-200),
subject to approval by the Common Council.

SUBSTITUTE - Authorizing the Mayor and City Clerk to execute sole source Purchase of Services Contract(s) with the Board of Regents for the University of Wisconsin System, on behalf of the University of Wisconsin's Department of Community and Environmental Sociology, Applied Population Laboratory to 1) comprehensively upgrade the Neighborhood Indicators Project website, and 2) maintain, update and refine the Neighborhood Indicators Project for 2016-2019.
Body
WHEREAS, in 2008 the City partnered with the University of Wisconsin’s Applied Population Lab to establish the Neighborhood Indicators Project (the Project) as a vehicle for the continual and systematic collection, maintenance, and analyses of data necessary to monitor the health of the City's neighborhoods over time and identify trends that may indicate future problems; and
WHEREAS, the web-based Project tracks data related to community action and involvement, housing quality and availability, public safety, health and family well-being, economic vitality, transportation, conservation and sustainability, and other indicators of neighborhood wellbeing; and
WHEREAS, a pilot of the Project was launched in 2008 for five geographic areas and expanded citywide in 2009; and
WHEREAS, the Project integrates information from multiple City agencies, other units of government, and external data sources into a single database and provides easily accessible data that has facilitated coordinated responses to neighborhood issues and provided City and non-City organizations trend data for policy development, programming, grant writing, and other assessment; and
WHEREAS, the City has contracted with the Applied Population Lab for ongoing maintenance of the data, analyses, annual reports, and numerous enhancements to the website since the Project’s inception; and
WHEREAS, the current web architecture for the Project is obsolete due to advances in technology and requires an comprehensive upgrade to increase functionality and usability and realize maintenance efficiencies; and
WHEREAS, Project staff has met several times with the City’s Data Management Team, Data Staff Team, and Information Technology to learn about other governmental data systems and discuss options for upgrading the website; and
WHEREAS, after researching the matter, Project staff has concluded that the Applied Population Lab uniquely qualified to comprehensively upgrade the Project website due mainly to its extensive experience with: web-based presentation of demographic data; developing indicator packages for other Wisconsin municipalities and neighborhood groups; geographic modeling; developing and maintaining data for the current Project; and
WHEREAS, Project staff recommends entering into a sole source contract for purchase of services with the Applied Population Lab for the 1) comprehensive upgrade the current website for an amount not to exceed $30,000, and 2) Project maintenance (including data collection, analyses, annual reports and ongoing enhancements) for an amount not to exceed $51,500 annually; and
WHEREAS, under MGO 4.26(4)(a)4, contract for service rendered by a university, college or other educational institution are exempt from the competitive selection requirements but still require Council approval if the amount exceeds $25,000.
NOW, THEREFORE, BE IT RESOLVED, that the Common Council hereby authorizes the Mayor and City Clerk to execute a sole source contract for purchase of services with the Board of Regents for the University of Wisconsin System, on behalf of the University of Wisconsin's Department of Community and Environmental Sociology, Applied Population Laboratory to comprehensively upgrade the Neighborhood Indicators Project website for an amount not to exceed $30,000; and
BE IT FURTHER RESOLVED, that the Common Council hereby authorizes the Mayor and City Clerk to execute annual sole source contracts for purchase of services with the Board of Regents for the University of Wisconsin System, on behalf of the University of Wisconsin's Department of Community and Environmental Sociology, Applied Population Laboratory to maintain, update and refine the Neighborhood Indicators Project for 2016-2019 (current year plus three renewals) for an amount not to exceed $51,500 per year, subject to annual operating budget authorization.
