Body
The scope of work to be performed off hours is bypass pumping of the sewage necessary to permit installation of equipment into the new pump station located within Marshall Park. This work will entail setup and operation of engine-driven pumping units which will transfer the sewage to an adjacent manhole or forcemain. The continuous pumping is required outside the normal working hours of 7:00am to 7:00pm.

Madison General Ordinance section 24.08(3) provides the Common Council the ability to allow construction activities outside of the hours of 7:00 AM to 7:00 PM with the passage of a resolution and a hearing before the Board of Public Works. It is anticipated that the Contractor performing this work will call for permission to perform the work required to run pumping equipment outside the hours of 7:00 AM to 7:00 PM for the following reason:

ยท The work is necessary because the sewage must be stopped in order for work to progress on the station, and there is no other way to divert sewage from this station. The station receives a constant flow of sewage from adjacent neighborhoods, and it must be kept it constant operation in order to prevent a backup of sewage into houses. The off-hours work requiring noise variance will be intermittent between October 20, 2016 and April 1, 2017. It is anticipate 10 occurrences of off hours work during this period.


NOW THEREFORE BE IT RESOLVED, that construction work, with associated noise impacts, between the hours of 7:00 PM and 7:00 AM in Marshall Park is hereby approved in accordance with Section 24.08(3) of the Madison General Ordinances., and
