Authorizing the City Treasurer to sign an MOU with the Board of Regents of the University of Wisconsin Systems on behalf of the UW-Madison Urban Canid Project for sharing of City dog licensing data for a research study.

Body

WHEREAS,  the UW Urban Canid Project would like to collect data on about licensed dogs in the City of Madison to study the possibility of disease transmission between domestic dogs and coyotes and red fox and interspecies aggression between domestic dogs and coyotes in the Project’s study area; and,

 

WHEREAS,  the City Treasurer is the keeper of such data, within the City’s Accela permitting system; and,

 

WHEREAS, Public Health - Madison and Dane County (“PHMDC”) is responsible for animal control in the City of Madison and with the UW Canid Project is interested in the results of the study and has requested that the City Treasurer release such data to the UW project for such purposes; and,

 

WHEREAS, PHMDC, the City, and the UW Urban Canid Project share a common interest in proactively protect the health of people, domestic animals, and wildlife that share the same urban landscape; and,

 

WHEREAS, although dog owner names will not be provided, the Canid Project must agree not to contact nor identify dog owners nor to share the City’s dog license data with any other party except in an aggregated form as part of the study results,

 

NOW, THEREFORE,  BE IT RESOLVED that the City Treasurer is authorized to execute one or more Memoranda of Understanding with the Board of Regents of the University of Wisconsin Systems on behalf of the UW-Madison Urban Canid Project for sharing of certain dog licensing data as described above, in a form to be approved by the City Attorney.
