The proposed resolution amends the Parks Division 2016 Adopted Capital Budget to create a new project, “Community Sports Complex.” The fiscal impact of this resolution is $37,500 in new general obligation borrowing.

 

Title

Amending the 2016 Capital Budget for the Parks Division to create a new project “Community Sports Complex” and to appropriate $37,500 in new general obligation borrowing to the project and Authorizing the Mayor and City Clerk to enter into an agreement with the Madison Area Sports Commission to commission a feasibility study for a Community Sports Complex. 

Body

WHEREAS, the City of Madison is currently conducting the Yahara Hills Neighborhood Development Plan; and,

 

WHEREAS, the Ho-Chunk Nation is currently working on a master plan for their property within this planning area; and,

 

WHEREAS, the City’s Parks and Open Space Plan establishes that the area covered by the Yahara Hills Neighborhood Development Plan is deficient in community park space; and,

 

WHEREAS, the City’s Parks and Open Space Plan includes provisions supporting the establishment of sports complexes based upon demand; and,

 

WHEREAS, the Parks Division has determined that with the growth in demand for field space and the significant scheduling of fields within neighborhood parks that do not include the desired amenities for these reservations it is desirable to explore the potential for additional fields; and

 

WHEREAS, the City of Madison is interested in exploring potential partnerships to ensure successful outcomes for the community in the integration of a community sports complex in conjunction with a community park; and,

 

WHEREAS, the City of Madison has a successful working relationship with the Madison Area Sports Commission (“MASC”) in developing and executing sports related events within the city; and,

 

WHEREAS, the Madison Area Sports Commission will conduct a Request for Proposals to select a vendor to conduct this jointly funded feasibility study; and,

 

WHERAS, the City of Madison fund fifty percent of the costs of this contracted feasibility study, up to $37,500; and,

 

WHEREAS, the feasibility study shall include an analysis of the demand for sports field facilities within Madison marketplace, both for community and event uses; and,

 

WHEREAS, the feasibility study shall include an analysis of the financial feasibility and economic impact of a community sports complex; and,

 

WHEREAS, the feasibility study shall include an analysis of the infrastructure and amenities necessary for a successful community sports complex; and,

 

WHEREAS, the feasibility study may consider additional analysis in relationship to options related to management and operational structure for a successful community sports complex. 

 

NOW, THEREFORE, BE IT RESOLVED that the 2016 Adopted Capital Budget is amended to appropriate $37,500 from new general obligation borrowing and to create a new project “Community Sports Complex” within the Parks Division’s Capital Budget,

 

BE IT FURTHER RESOLVED that the Mayor and City Clerk are authorized to enter into an Agreement with the Madison Area Sports Commission to conduct a feasibility study of a community sports complex.
