Fiscal Note

The 2016 Fleet Service capital budget includes $5,400,000 for Fleet Equipment Replacement (MUNIS Project 17060) and is fully funded through GO Borrowing.  The total estimated cost of the van and related equipment is $38,000.  The Fleet Equipment Project will fund $25,000 of this purchase. 

 

Madison Police Department received Justice Assistance Grants in 2014 and 2015 and there are funds from these grants that have not been expended because of cost savings within the authorized programs. These funds are available for reallocation subject to the approval by the Bureau of Justice Assistance grant manager.  MPD expects that the request to reallocate funds to the purchase of and equipping the van will meet with the Bureau’s approval.  The amount of grant funding applied to the van will be $13,000.

 

Ongoing costs associate with the purchase of the van are anticipated to be minimal and will be offset by savings from using multiple vehicles for the same purposes.

Authorizing the increase of Madison Police Department fleet vehicles by one and reallocating 2016 operating and grant funds to provide for the purchase of one twelve-passenger van.

Body

WHEREAS, for several years the Madison Police Department (MPD) has had difficulty transporting large groups of officers when needed for training, crowd management and/or special events; and,

 

WHEREAS, when large groups need to be transported it is necessary to use several squad cars and/or other police vehicles to shuttle officers between locations; and,

 

WHEREAS, the MPD also has need of a large vehicle to haul various equipment trailers; and,

 

WHEREAS, these equipment trailers are regularly needed for SWAT and SET deployments; and,

 

WHEREAS, currently the MPD has been non-compliant with statutes requiring sufficient tonnage vehicles to be used to haul these equipment trailers; and,

 

WHEREAS, a large passenger van is needed for use by the Training Unit to transport recruits to training exercises and neighborhood visits, and other MPD employees to special training events; and,

 

WHEREAS, the MPD currently has no vehicle that can be used to transport attendees for community outreach events such as the Latino and Black Youth Academies; and,

 

WHEREAS, Fleet Services has identified the need for a large passenger van to be used to move both personnel and equipment; and,

 

WHEREAS, Fleet Services has indicated that they can reallocate current funds toward the cost of purchasing a twelve-passenger van; and,

 

WHEREAS, due to the cancellation of planned expenditures utilizing the Justice Assistance Grant (JAG), the MPD has identified funding that could be used for the balance of costs for the purchase of a van and to purchase the needed vehicle equipment; and,

 

WHEREAS, reallocation of JAG funding will be contingent upon the approval of the Bureau of Justice Assistance grant manager.

 

NOW THEREFORE BE IT RESOLVED that the Police Department fleet be increased by one; and,

 

BE IT ALSO RESOLVED that JAG grant funds be reallocated to the purchase and equipping of a twelve-passenger van, contingent upon approval by the Bureau of Justice Assistance; and,

 

BE IT FINALLY RESOLVED that vehicle funds in the amount of $25,000 in the 2016 Fleet Services budget be used in conjunction with JAG grant funds in the amount of $13,000 (3110020-53413) to purchase and equip a twelve-passenger van for use by the MPD.
