Fiscal Note
The proposed resolution amends the adopted 2016 capital budget by authorizing an increase in expenditure authority in the amount of $113,000 provided by refunds received from DOT from prior year capital projects. The refunds will be spent in 2016 for the cost of design engineering services on the Blair Street/John Nolen Drive Corridor Study (MUNIS 11275) in combination with $100,000 GO borrowing which is authorized for this capital project in the adopted 2016 capital project.
The proposed resolution authorizes an agreement for the design engineering services at a total estimated cost of $213,000.

PREAMBLE
The City is proposing to reconstruct Blair Street (State Hwy 151) from E. Washington Avenue to John Nolen Dr. in a future year.
The consultant’s services will include:
Review of previous studies
Topographic Survey
Alternative Development & Operational Intersection Analysis
Cost Estimating
Preliminary Design Plans
Public Information Meetings
Final Report
Alternatives will be analyzed with respect to Pedestrians, Bicyclists, Motor Vehicles and Transit. Final Plans & Specifications are not part of this contract and will be prepared at a later time.
Pursuant to City Ordinances and Policies, the City Engineer advertised for consultant proposals, reviewed the submitted proposals, and recommends the design engineering contract be awarded to Strand Associates, Inc.
This will be a multi-year design project (2016-2017) and construction is scheduled for a future year. $113,470 of the cost will come from the budget amendment that is part of this resolution with the remainder coming from the $100,000 that has been budgeted in 2016 for this study.
