In the adopted 2016 capital budget, Engineering Major Streets has budgeted $217,500 for street design for replacing the existing pavement on Atwood Avenue between Fair Oaks Avenue and Cottage Grove Rd (MUNIS 11127). The funding for the costs of this project is from GO borrowing. The design work is multi-year and the reamainder of the total cost will be supported in future years. The proposed resolution authorizes an agreement for the multi-year design work at an estimated total cost of $545,000.

PREAMBLE
The City is proposing to reconstruct Atwood Avenue from Fair Oaks Ave. to Cottage Grove Rd. in 2020/21. The consultant’s services will include the completion of preliminary plans and the Environmental Assessment report and Final Plans & Specifications.
Pursuant to City Ordinances and Policies, the City Engineer advertised for consultant proposals, reviewed the submitted proposals, and recommends the design engineering contract be awarded to MSA Professional Services, Inc.
This will be a multi-year design project (2016-2020) and construction is scheduled for 2020/21. $217,500 has been budgeted for the street design in 2016 and the remainder will be included in a future budget.
The City of Madison and City of Monona are both participating in the design and shall cost share the design engineering contract.
NOW THEREFORE BE IT RESOLVED that the Mayor and City Clerk are hereby authorized to execute an agreement with MSA Professional Services, Inc. for design engineering services for Atwood Ave, Fair Oaks Ave. to Cottage Grove Rd., and
BE IT FURTHER RESOLVED that the Mayor and City Clerk are hereby authorized to enter into an agreement(s) with City of Monona for cost sharing on the project. Separate agreements may be executed for separate phases of the work.
